Teoría Política en el Perú del Siglo XXI: El debate Gamio-Hernando (2001-2025)

Abstract

Having completed the first two decades of the current century, it seems necessary to establish an initial overview of the intellectual development of political theory in Peru. The purpose of this review is to explain and reflect on the recent debate between Gonzalo Gamio and Eduardo Hernando, two renowned political science professors, which took place at the Universidad Peruana de Ciencias Aplicadas (UPC) on April 23, 2025. This event marked the culmination of the most significant debate on political theory in Peru during the first quarter of the 21st century. First, this review will outline the intellectual and academic profiles of each of these authors. It will then analyze the central themes of their most recent debate, also taking into account their previous exchanges in 2001 and 2007. Finally, it will briefly discuss the relevance of the ideas defended by both authors for understanding Peru through the lens of political theory.

Habiendo transcurrido las primeras dos décadas del presente siglo, parece necesario establecer un primer estado de la cuestión sobre el desarrollo intelectual de la teoría política en el Perú. El objetivo de esta reseña es explicar y comentar el reciente debate entre Gonzalo Gamio y Eduardo Hernando, dos renombrados profesores de ciencia política, desarrollado en la Universidad Peruana de Ciencias Aplicadas (UPC) el 23 de abril de 2025. Este encuentro representó la conclusión del debate más relevante de la teoría política en el Perú del primer cuarto del siglo XXI. En esta reseña se explicará, en primer lugar, el perfil intelectual y académico de cada uno de estos autores. Seguidamente, se analizará cuáles han sido los temas centrales de este último debate, tomando en cuenta también los otros debates que ellos han sostenido entre los años 2001 y 2007. Finalmente, se comentará brevemente por qué las ideas que defienden ambos autores son relevantes para comprender al Perú desde la teoría política.
