Resumen
La provincia de Coronel Portillo limita por el norte con la región Loreto, por el este
con la República de Brasil, por el sur con la provincia de Atalaya y por el oeste colinda con la
provincia de Padre Abad. Ubicada en la región Ucayali, presenta cuatro ciclos climáticos:
lluvioso, semiseco, seco y semilluvioso. Ello contribuye a contar con una variedad de
recursos, que son explotados en el sector agrícola: café, yuca, plátano, arroz con cáscara,
entre otros, y en las industrias maderera y de manufactura, haciendo que esta provincia
ofrezca productos de calidad y competitivos a nivel nacional.
A pesar del potencial con el que cuenta la provincia, existen sectores (producción,
turismo, pesca, entre otros) y recursos que aún no han sido explotados debido probablemente
a la gestión ineficaz de sus autoridades al no utilizar correctamente las políticas regionales,
así como la aplicación de estrategias inadecuadas, entre otros factores. Asimismo, la falta de
infraestructura limita su acceso tanto nacional como internacional. Si bien es cierto, se
cuentan fortalezas organizacionales que han contribuido a la mejora de la provincia, también
se tienen debilidades que pueden convertirse en oportunidades generando crecimiento,
competitividad y desarrollo en beneficio de la población.
El planeamiento estratégico elaborado y proyectado al año 2027 busca contribuir al
desarrollo sostenible y competitivo de la provincia. El plan define su visión, misión y valores,
además de generar objetivos de largo plazo y proponer estrategias que permitan que sea
reconocida por su crecimiento comercial y PBI per cápita, para ubicarse como una de las tres
regiones del oriente peruano con mayor desarrollo. El documento resalta su potencial
turístico y su condición de destino de viaje preferido a nivel nacional y también internacional
y plantea la construcción de nuevos y mejores proyectos para la mejora de la infraestructura
de servicio y para la industria. A 2027, la provincia de Coronel Portillo contará con productos
de gran aceptación a nivel nacional e internacional, reconocidos por su gran calidad y
proveniencia natural, así como con servicios que promuevan la industria agropecuaria local,
el turismo y la generación de energía
The province of Coronel Portillo borders on the north with the region of Loreto, on the east with the Republic of Brazil, on the south with the province of Atalaya and on the west with the province of Padre Abad. Located in the region of Ucayali, it presents four climatic cycles: rainy, semi-dry, dry, and semi-rainy. This contributes to the appearance of a variety of resources that are exploited in the agricultural industry: coffee, cassava, banana, paddy rice, among others, as well as in the wood and manufacturing industries, so this province manages to offer quality products that can be competitive at a national level. Despite the potential of the province, there are several industries (production, tourism, fishing, and so on) and resources that have not been exploited yet, probably due to the inefficient management of their authorities by not correctly using regional policies as well as its correct application, inadequate strategies, among other factors. Besides, the lack of infrastructure makes difficult its access. There are organizational strengths that have contributed to the improvement of the province, but also weaknesses that could become opportunities, generating growth, competitiveness and development for the benefit of the population. This strategic plan was developed and projected to 2027 in order to contribute to the sustainable and competitive development of the province. This plan defines the vision, mission, values, as well as generating long-term goals and proposing strategies that allow the province of Coronel Portillo to be recognized as one of the three regions of eastern Peru to achieve higher commercial growth and higher GDP per capita, thus turning the province a national and international tourism brand, enabling it to develop modern projects in infrastructure and with great recognition of the quality of its products and services in the agricultural, tourism, and energy industries
