Los mecanismos de participación ciudadana en la fiscalización ambiental

Abstract

El presente artículo se centra en el análisis de los mecanismos de participación ciudadana implementados por el Estado peruano en materia de fiscalización ambiental, el cual es desarrollado en tres partes. En la primera se definirá la participación ciudadana como derecho-deber de todo ciudadano de formar parte de la dinámica social relacionada con intereses colectivos y se desarrollará los distintos niveles de esta. En la segunda parte, se tratará la relación entre la participación ciudadana y la protección del medio ambiente, siendo el primero un medio para lograr el segundo, así como el rol del Estado en la generación de mecanismos de participación. Finalmente se analizará los mecanismos de participación ciudadana implementados por el Estado peruano, a la luz de los niveles de participación ciudadana desarrollados en la primera parte del artículo.This article focuses on the analysis of the citizen participation mechanisms about the environmental inspection implemented by the Peruvian government, developed in three parts. In the first one, citizen participation will be defined as the right-duty of every citizen to be part of the social dynamics related to collective interests and the different levels of these interests. The second part explains the relationship between citizen participation and environmental protection, the first one being a way to achieve the second one, as well as the role of the government in generating mechanisms that promote participation. Finally, the mechanisms of citizen participation implemented by the Peruvian government will be analyzed according to the criteria developed in the first part of the article.
