Resumen
El presente proyecto de innovación propone desarrollar una estrategia operacional que
ayude al Comisario de la Comisaría de Pueblo Libre a optimizar los resultados del patrullaje
policial en las zonas de mayor incidencia de hurtos y robos en su jurisdicción.
En el Capítulo I, definiremos y describiremos la problemática existente e
identificaremos el problema público; seguidamente conoceremos cada una de las características
y dimensiones del problema; y, finalmente estableceremos el marco institucional y el marco
normativo que involucra el problema público seleccionado.
El Capítulo II se centrará en identificar las causas del problema público, aplicando
herramientas efectivas de recojo de información. Luego, realizaremos un análisis de las causas
que nos dará como resultado la estructura causal que ocasiona el problema; y por último,
diagramaremos el correspondiente árbol de problemas.
El Capítulo III se titula Diseño del Prototipo; en esta parte del trabajo plantearemos el
desafío de innovación, en el cual se priorizarán las causas y en base a ello se diseñará el
prototipo. Este producto se someterá a un proceso de conceptualización de las nuevas ideas y
seguidamente presentaremos el prototipo final de innovación, el cual, en base a un proceso de
testeo, dará como resultado un prototipo de alta resolución.
En el Capítulo IV, realizaremos el análisis de deseabilidad, de factibilidad y de
viabilidad del mencionado prototipo de alta resolución; en el primer punto nos preguntaremos
si los usuarios finales quieren realmente hacer esto; en el segundo, si este prototipo es sostenible
económicamente en el tiempo; y, en el tercero nos plantearemos la pregunta ¿puede la
Comisaría de Pueblo Libre llevar adelante el proyecto presentado?
Confiamos en que este proyecto de innovación tendrá la utilidad que requiere no solo
la Comisaría de Pueblo Libre, sino también la ciudadanía que vive y transita por este distrito.
This innovation project proposes to develop an operational strategy that helps the Commissioner of the Pueblo Libre Police Station to optimize the results of police patrols in the areas with the highest incidence of thefts and robberies in their jurisdiction. In Chapter I, we will define and describe the existing problem and identify the public problem; then we will know each of the characteristics and dimensions of the problem; and, finally, we will establish the institutional framework and the regulatory framework that involves the selected public problem. Chapter II will focus on identifying the causes of the public problem, applying effective information gathering tools. Then, we will carry out an analysis of the causes that will give us as a result the causal structure that causes the problem; and finally, we will diagram the corresponding problem tree. Chapter III is titled Prototype Design; In this part of the work we will pose the challenge of innovation, in which the causes will be prioritized and based on this the prototype will be designed. This product will undergo a process of conceptualizing the new ideas and then we will present the final innovation prototype, which, based on a testing process, will result in a high-resolution prototype. In Chapter IV, we will carry out the analysis of desirability, feasibility and viability of the aforementioned high-resolution prototype; in the first point we will ask ourselves if the final users really want to do this; in the second, if this prototype is economically sustainable over time; and, in the third we will ask ourselves the question: can the Comisaria de Pueblo Libre carry out the project presented? We trust that this innovation project will have the usefulness required not only by the Pueblo Libre Police Station, but also by the citizens who live and travel through this district.
