Resumen
El presente documento propone un Planeamiento Estratégico de la Industria del
Calzado en el Perú, con el objetivo de impulsar un desarrollo económicamente sostenible
dentro de un horizonte de 10 años. El plan estratégico es la consecuencia de un análisis
exhaustivo de los factores externos e internos de la industria del calzado, que permitieron
identificar las brechas de éxitos y las principales fortalezas, debilidades, oportunidades y
amenazas de la industria. Del mismo modo, a partir de la elaboración de diferentes matrices,
se consiguió establecer las estratégicas retenidas o principales para cumplir los objetivos a
largo plazo y a corto plazo, con el fin de poder alcanzar la visión trazada.
Las estratégicas propuestas en el planeamiento estratégico se centran en la
conformación de clúster en el norte, centro y sur del país con el fin de ofrecer productos de
mayor valor agregado, obtener financiamiento para la inversión en infraestructura, equipos,
tecnología, investigación, desarrollo y capacitación con el objeto de aumentar la ecoeficiencia
de sus procesos productivos (productividad y protección del medio ambiente) e incrementar la
participación del mercado a nivel nacional y latinoamericano.
En la etapa de la implementación del planeamiento estratégico, es indispensable la
participación activa del Estado Peruano, para que desde esta perspectiva se logré fomentar la
formalización de las empresas de la industria del calzado y se promueva la conformación de
clúster y de este modo impulsar la construcción de centros de innovación y tecnología en
Lima y Arequipa, con la finalidad de lograr ser una industria competitiva. Por otra parte, el
Estado Peruano debe implementar políticas arancelarias y de protección antidumping con el
objeto de contrarrestar productos de empresas transnacionales que ingresen al mercado
nacional con subsidio de sus gobiernos
The present document proposes a Strategic Planning of Footwear Industry in the Peru, in order to promote a sustainable economic development within a horizon of 10 years. The strategic plan is the result of a thorough analysis of external and internal factors of the footwear industry, which allowed to identify the gaps of successes and the main strengths, weaknesses, opportunities and threats in the industry. Likewise, from the development of different matrices, they were able to establish key strategic retained or to achieve the longterm and short-term goals in order to reach the traced vision. The strategic proposals in strategic planning focuses on the formation of cluster in the northern, center and southern of the country in order to offer higher added value products, funding for investment in infrastructure, equipment, technology, research, development and training with a view to increase the eco-efficiency of their production processes (productivity and environmental protection) and to increase the participation of the national and Latin American market. At the stage of the strategic planning implementation, the active participation of the Peruvian State is indispensable, so that from this perspective it is possible to promote the formalization of companies in the footwear industry and promote the formation of a cluster and in this way, promote the construction of innovation and technology centers in Lima and Arequipa, in order to become a competitive industry. On the other hand, the Peruvian State must implement tariff and anti-dumping protection policies in order to counteract the products of transnational companies that enter to the national market with the subsidy of their governments
