Resumen
Este trabajo de investigación se desarrolla para afrontar el problema identificado que
se refiere a la imposibilidad que tienen los gobiernos locales provinciales del Perú para
evaluar su desempeño en dimensiones que sean distintas a la presupuestal, que es la que
prevalece en la administración pública del país, pero limita la mirada amplia que se
requiere para identificar, a partir de la evaluación, aspectos de mejora en la gestión de estas
entidades, con el fin de ofrecer mejores servicios a la ciudadanía.
Las causas que se identificaron se refieren a que la ejecución del presupuesto es el
principal indicador de gestión, la desarticulación de los sistemas administrativos, el
debilitamiento de las capacidades institucionales de las municipalidades provinciales y su
marco normativo y de gestión. Esta última causa fue la que se eligió, luego de hacer el
ejercicio sistemático de jerarquización, para desarrollar un prototipo innovador en respuesta
al problema identificado.
El prototipo se denomina sistema de indicadores para evaluar el desempeño de los
gobiernos locales provinciales del Perú en forma multidimensional. Este sistema está
integrado por nueve dimensiones y veinticinco indicadores, que son aspectos relevantes de
la gestión municipal que deben evaluarse para identificar resultados objetivos y
cuantitativos que faciliten la toma de decisiones para la mejora continua de la gestión
municipal.
El prototipo fue testeado metodológicamente y se determinó su deseabilidad,
factibilidad y viabilidad, procedimientos que permiten afirmar que es una propuesta
innovadora y aplicable a los gobiernos locales provinciales del Perú.
This research work is developed to address the identified problem that refers to the impossibility of local provincial governments in Peru to evaluate their performance in dimensions that are different from the budgetary dimension, which is the one that prevails in the public administration of the country. but it limits the broad view that is required to identify, based on the evaluation, aspects for improvement in the management of these entities, in order to offer better services to citizens. The causes that were identified refer to the fact that budget execution is the main management indicator, the dismantling of administrative systems, the weakening of the institutional capacities of the provincial municipalities and their regulatory and management framework. This last cause was the one chosen, after doing the systematic ranking exercise, to develop an innovative prototype in response to the identified problem. The prototype is called an indicator system to evaluate the performance of local provincial governments in Peru in a multidimensional manner. This system is made up of nine dimensions and twenty-five indicators, which are relevant aspects of municipal management that must be evaluated to identify objective and quantitative results that facilitate decision-making for the continuous improvement of municipal management. The prototype was methodologically tested and its desirability, feasibility and viability were determined, procedures that allow us to affirm that it is an innovative proposal applicable to local provincial governments in Peru.
