Gestión y evaluación del desempeño en incubadoras de negocios universitarias en el Perú (2021-2022)

Desde hace décadas, las universidades promueven el emprendimiento estudiantil
mediante incubadoras de negocios. La evidencia demuestra que esto fomenta el espíritu
emprendedor, la innovación y el análisis de riesgos de inversión. Sin embargo, pocos
estudios empíricos analizan la relación de la gestión y la evaluación con el desempeño de
las incubadoras a nivel nacional. En el Perú, el apoyo histórico del Estado para fortalecer
el ecosistema emprendedor e innovador universitario ha sido deficitario, aunque ha
mejorado en el periodo 2015-2021. Esto demanda conocer, desde el campo de la gestión
estratégica, los procesos de gestión y evaluación de las incubadoras de negocios
universitarias en el Perú en 2021-2022 y su relación con el desempeño. Se identifican su
visión, estrategia, objetivos, fortalezas, debilidades y obstáculos, y, a partir de ello, se
busca construir una teoría de rango intermedio.
La investigación es de corte cualitativo y su alcance es exploratorio y explicativo. Desde
el método inductivo se explica las relaciónes que existen entre la gestión y la evaluación
del desempeño con los constructos que emergen como parte de estos dos procesos. El
diseño elegido es la teoría fundamentada sistemática en la versión de Strauss y Corbin
(2012). La unidad de análisis es la incubadora de negocios de universidades públicas y
privadas del Perú que han recibido fondos del Estado (ProInnóvate). La unidad de
información son gerentes, emprendedores y mentores de las incubadoras seleccionadas.
Se realizaron 33 entrevistas semiestructuradas con actores de 11 incubadoras a nivel
nacional. Esta investigación genera información relevante para los gestores y hacedores
de políticas públicas desde el campo de la gestión estratégica.
For decades, universities have promoted student entrepreneurship through business incubators. Evidence shows that this encourages entrepreneurship, innovation, and investment risk analysis. However, few empirical studies analyze the relationship linking management and evaluation to the performance of national-level incubators. In Peru, the historical support of the state to strengthen the entrepreneurial and innovative university ecosystem has been deficient, although it has improved during the 2015-2021 period. This requires knowledge of the strategic management field, the management and evaluation processes of university business incubators in Peru in 2021-2022 and their relationship with performance. Their vision, strategy, objectives, strengths, weaknesses, and obstacles are identified, and a middle-range theory is sought to be constructed from it. The research is qualitative in nature, and its scope is exploratory and explanatory. Using the inductive method, the aim is to explain relationships between management, assessment, and performance in relation to the constructs arising from these two processes. The chosen design is systematic grounded theory in Strauss and Corbin’s version (2012). The unit of analysis is the business incubator of public and private universities in Peru that have received state funds (ProInnóvate). The unit of information is managers, entrepreneurs, and mentors of the selected incubators. Thirty-three semi-structured interviews were conducted with actors from 11 national-level incubators.
