Abstract
El trabajo realiza un recuento de las protestas que tuvieron lugar en
el departamento de Puno entre los meses de marzo y junio del año
2011, sugiere pautas para su explicación y aborda discusiones de
fondo en torno a cómo entender los conflictos sociales. A partir del
caso, se propone que un entendimiento adecuado de los conflictos
sociales debe identificar patrones de conflictividad social, que pueden
expresarse o no en acciones colectivas, de modo que se trascienda
la sola individualización de los casos y su expresión coyuntural. Se
plantea que es preciso atender a la conexión entre procesos sociales
de diverso alcance, relaciones de poder, estructura social y entramados
institucionales, pues tales elementos constituyen el espacio en el que
se realizan y elaboran los intereses grupales e individuales, así como
las estrategias de acción. En el caso de Puno, se revisan diversas
perspectivas analíticas que ensayan explicaciones de los sucesos y se
las pone en diálogo con la discusión teórica del trabajo.
The work takes account of the protests in Puno department between March and June 2011, suggests guidelines for explanation and addresses profound debate about how to understand social conflicts. From the case, it is proposed that a proper understanding of social conflicts should identify patterns of conflictivity -which may be expressed or not in collective action- and transcend the identification of cases and their conjunctural expression. It argues that it is necessary to address the connection between social processes of varying scope, power relations, social structure and institutional frameworks, as such elements constitute the space in which individuals and groups perform and produce their interests and strategies. In the case of Puno, the study reviews various analytical perspectives and explanations of events, and those are put into dialogue with the theoretical discussion of the work.
