Servicio de información, orientación y difusión ‘Somos Regulares’ para enfrentar el alto nivel de irregularidad migratoria de los ciudadanos venezolanos en el Perú durante los años 2018 - 2021

Resumen
En los últimos años, una de las migraciones forzosas más relevantes en el mundo ha sido
la migración venezolana. Frente a ello, no ha sido fácil para los Estados receptores el determinar
qué tipo de medidas migratorias les correspondía emitir, dada su naturaleza particular, donde
motivaciones políticas, económicas, entre otras, se han encontrado presentes.
En ese sentido, a pesar de que el Perú tomó la decisión de otorgarles un permiso
migratorio especial como el PTP y destinó otras medidas a fin de evitar que caigan en situación
de irregularidad, a abril 2021, existían más de cuatrocientos mil (400.000) ciudadanos
venezolanos con estatus migratorio irregular, ello sin contar el número de personas que han
ingresado al país por pasos no regulados.
En razón de lo anterior, se ha desarrollado el presente proyecto de innovación
denominado “Servicio de información, orientación y difusión ‘Somos Regulares’”, cuya propuesta
es ofrecer una plataforma web única que centralice la información de manera amigable sobre los
procedimientos de regularización migratoria vigentes al año 2021; así como, ofrecer un servicio
de orientación virtual y presencial, a través de voluntarios capacitados y; finalmente, ofrecer el
servicio de difusión de las diversas iniciativas de la sociedad civil.
A través del proyecto, se busca atacar las tres causas identificadas del problema público,
producto de una investigación cualitativa, la cual pudo detectar que, el ciudadano venezolano
requiere pagar un alto costo de los procedimientos de regularización migratoria, muchas veces
presenta temor y/o desconocimiento del sistema migratorio y de refugio peruano; y, se ve
expuesto a enfrentar errores y barreras impuestas por la propia administración migratoria.
In recent years, one of the most important forced migrations in the world has been Venezuelan migration. Faced with this, it has not been easy for the receiving States to determine what type of migratory measures corresponded to them to issue, given their particular nature, where political, economic motivations, among others, have been present. In this sense, despite the fact that Peru made the decision to grant them a special immigration permit such as the PTP and allocated other measures in order to prevent them from falling into an irregular situation, as of April 2021, there were more than four hundred thousand (400,000) citizens Venezuelans with irregular migratory status, without counting the number of people who have entered the country through unregulated steps. Due to the above, the present innovation project called "'Somos Regulares' information, orientation and dissemination service" has been developed, whose proposal is to offer a unique web platform that centralizes information in a friendly manner on immigration regularization procedures, valid for the year 2021; as well as, offer a virtual and face-to-face orientation service, through trained volunteers and; finally, offer the service of diffusion of the diverse initiatives of the civil society. Through the project, it seeks to attack the three (03) identified causes of the public problem, product of a qualitative investigation which was able to detect that the Venezuelan citizen needs to pay a high cost for the migratory regularization procedures; often fears and/or ignores the Peruvian migration and refugee system; and, is exposed to face errors and barriers imposed by the immigration administration itself.
