Resumen
El Índice de Progreso Social (IPS) es una medición que se realiza a nivel
mundial, cuyo objetivo es medir el desarrollo social de una localidad a partir de un
modelo holístico compuesto por temas relevantes para la sociedad. Teniendo en cuenta
que, las condiciones de vida de una persona no pueden ser explicadas a partir de una
sola dimensión, sino que se deben considerar distintos aspectos que se encuentran
interrelacionadas entre sí, como son: Necesidades Básicas Humanas, Fundamentos del
Bienestar y Oportunidades. Cada dimensión contiene cuatro componentes y cada
componente una serie de indicadores que reúnen la información necesaria para medir el
progreso social. Existe una relación directa entre el Producto Bruto Interno (PBI) y el
Progreso Social, la cual se define como: A mayor crecimiento económico, mayores
niveles de progreso social se presentarán; de esta forma, existirá un crecimiento
inclusivo.
En esta investigación se ha elaborado el IPS del distrito de Pariñas perteneciente
a la provincia de Talara en la región Piura, siendo del tipo no experimental, que hace
uso principalmente de un cuestionario que contiene 54 preguntas, aplicadas en cuatro
zonas, pero también se hace uso de datos estadísticos oficiales de organismos del
estado, en base a ello se han aplicado los métodos de análisis y validación estadística
para las medidas halladas y se ha realizado el cálculo del indicador. El Índice de
Progreso Social del Distrito de Pariñas es de 58.7 puntos, lo que ubica al distrito en una
escala media baja, ubicándose por encima de los 54.4 puntos que obtuvo la Región
Piura.
Para que se pueda mejorar las condiciones de progreso social de la población del
distrito de Pariñas es necesario que, no solo se involucre a los gobiernos locales, sino también la colaboración conjunta entre la sociedad civil, la parte empresarial y los
pobladores.
The Social Progress Index (IPS) is a measurement carried out worldwide, the objective of which is to measure the social development of a locality based on a holistic model composed of relevant issues for society. There is a direct relationship between the Gross Domestic Product (GDP) and Social Progress, which is defined as: The higher the economic growth, the higher the levels of social progress; in this way, there will be inclusive growth. In this research, the IPS of the Pariñas district belonging to the province of Talara in the Piura region has been prepared, being of the non-experimental type, which mainly uses a questionnaire that contains 54 questions, applied in four areas, but also use of official statistical data from state agencies, based on this, statistical analysis and validation methods have been applied for the measures found and the indicator has been calculated. The Pariñas District Social Progress Index is 59.3 points, which places the district on a low medium scale, ranking above the 54.4 points obtained by the Piura Region. In order to improve the conditions of social progress for the population of the Pariñas district, it is necessary that not only local governments be involved, but also joint collaboration between civil society, the business sector and the residents.
