Análisis del Proyecto de Recuperación y Mejora de la Biodiversidad como Estrategia de Adaptación al Cambio Climático de Comunidades Quechuas de Vilcashuamán - Ayacucho implementado por CHIRAPAQ en el período 2016 - 2019

Resumen
Durante la última década, según los datos del Ministerio de Salud del Perú, el
país logró reducir a la mitad la desnutrición crónica infantil en menores de cinco
años alcanzando al primer semestre del 2019 al 12,2% (según indicador de la
OMS), mientras que la anemia impactó al 31.1% de este grupo poblacional. Los
datos desagregados considerando áreas urbanas y rurales, evidencian los
grandes desafíos que se mantienen para erradicar la malnutrición en el país,
sobre todo en áreas donde persisten niveles de inseguridad alimentaria crónica,
a pesar de los esfuerzos realizados por el gobierno peruano implementando la
Estrategia Nacional de Seguridad Alimentaria y Nutricional 2012 – 2021.
La presente investigación ahonda dentro de un análisis multicausal de la
seguridad alimentaria y perspectiva intercultural, de derechos y de género; en
qué medida las acciones realizadas en el marco del proyecto de “Recuperación y
mejora de la biodiversidad como estrategia de adaptación al cambio climático de
las comunidades quechuas de Vilcashuamán”, han mejorado de manera
sostenible, la seguridad alimentaria y la salud nutricional de las familias. En ese
sentido aborda los cambios generados a partir de la promoción del consumo de
alimentos locales de alto contenido de micronutrientes, el fortalecimiento de
capacidades técnico-productivas, el desarrollo de capacidades asociativas y la
incorporación del enfoque intercultural en su implementación incluyendo desde
esta perspectiva, los enfoques de derecho y género en su desarrollo.
La investigación concluye en la necesidad de abordar causas estructurales que
refuerzan el ciclo de malnutrición al que están expuestas las familias,
fundamentalmente de grupos vulnerables como los pueblos quechuas y que
están relacionadas al ejercicio de sus derechos no solo económicos y sociales
sino también políticos y culturales. En este sentido, aporta a la comprensión y el
delineamiento de políticas sociales interculturales a los gerentes sociales que se
desenvuelven en sociedades pluriculturales.
During the last decade, according to data from the Ministry of Health of Peru, the country managed to halve chronic child malnutrition in children under five years of age, reaching 12.2% in the first half of 2019 (according to the WHO indicator), while anemia impacted 31.1% of this population group. The disaggregated data considering urban and rural areas show the challenges that remain to eradicate malnutrition in the country, especially in areas where levels of chronic food insecurity persist, despite the efforts made by the Peruvian government to implement the National Strategy for Food and Nutrition Security 2012 - 2021. This research dives into a multi-causal analysis of food security and an intercultural, rights, and gender perspective. To what extent the actions carried out within the framework of the project "Recovery and improvement of biodiversity as a strategy for adapting to climate change in the Quechua communities of Vilcashuamán" have improved the food security and nutritional health of families sustainably. For that matter, it addresses the changes generated from the promotion of the consumption of local foods with a high content of micronutrients, the strengthening of technical productive capacities, the development of associative capacities, and the incorporation of the intercultural approach in its implementation, including from this perspective, the approaches to law and gender in its development. The research concludes on the need to address structural causes that reinforce the cycle of malnutrition. Therefore, families are exposed, mainly to vulnerable groups such as Quechuas, and is related to the exercise of their rights not only economic and social but also political and cultural. In this sense, it contributes to the understanding and the delimitation of intercultural social policies to social managers who develop in multicultural societies.
