Abstract
La presente tesis tiene como finalidad realizar el Diagnóstico Operativo Empresarial
(DOE) del Organismo Supervisor de la Inversión en Energía y Minería – Osinergmin, que
permita identificar y proponer alternativas de mejora concretas y viables a la actual
administración de operaciones, con el máximo propósito de permitirle alcanzar la excelencia
en la calidad de su gestión empresarial de regulación, y consecuentemente con ello, garantizar
un trato justo y equitativo a los grupos de interés objetivo: consumidores, Gobierno y
empresas, que redunden en el desarrollo social y energético del país.
Para este trabajo de investigación, ha sido fundamental la aplicación de los
conocimientos y principios teóricos adquiridos en la Maestría de Administración Estratégica
de Negocios, y los conceptos y estrategias de clase mundial empleadas por las empresas
líderes del sector.
La tesis contempla el desarrollo del diagnóstico operativo en 15 capítulos, que
involucran una exhaustiva descripción de la organización a través de su ciclo operativo, los
productos que sustentan su labor, procesos de supervisión, planta, programa de operaciones,
estructura de trabajo de la organización, y la gestión de mantenimiento y calidad de sus
productos.
Si bien algunas de las propuestas de mejora descritas, han sido valorizadas
económicamente, es imprescindible hacerlas viables a través de proyectos de modificación
normativa, de procesos, de implementación de tecnología, y de políticas gubernamentales,
que involucren un trabajo integrado de Osinergmin con otras entidades no gubernamentales
The purpose of this thesis is to perform Osinergmin's Operational Business Diagnostic (DOE), which allows identifying and proposing concrete and viable improvement alternatives to the current operations management, with the maximum purpose of enabling it to achieve excellence in the quality of its management. Regulation and, consequently, to guarantee a fair and equitable treatment to the target interest groups: Consumers, Government and companies that result in the social and energetic development of the country. For this research work, the application of the knowledge and theoretical principles acquired in the Master of Strategic Business Administration and the world-class concepts and strategies used by the leading companies in the sector has been fundamental. The thesis contemplates the development of the operational diagnosis in fifteen (15) chapters, which involve an exhaustive description of the Organization through its operating cycle, the products that support its work, supervision processes, plant, operations program, work structure of the organization and management of maintenance and quality of its products. Although some of the improvement proposals described have been economically valued, it is essential to make them viable through projects of regulatory modification, processes, technology implementation, government policies that involve the integrated work of Osinergmin and other private entities of Peruvian State
