La sistematización del proceso de asignación de personal con el fin de implementar las especialidades funcionales dentro de la Policía Nacional del Perú

Resumen
El presente proyecto de innovación está orientado a resolver el problema público
del proceso de asignación de personal dentro de la Policía Nacional, el cual ha
venido desarrollándose a través de los años, de forma manual, siguiendo los
parámetros de las ex instituciones que la conforman y sin tener en cuenta para
ello, las especialidades funcionales contenidas en la normatividad interna.
Actualmente, la labor de la Policía Nacional se muestra eficaz, en el combate a
la inseguridad ciudadana pero no eficiente debido a que no se emplea adecuada
y racionalmente el capital humano, asignando al personal de manera
discrecional, priorizando el mayor número en labores de patrullaje y de presencia
en las calles, antes que en el trabajo especializado, debido por un lado a que la
normativa se encuentra inadecuadamente delimitada y por otro a la existencia
de una débil sistematización de la carrera policial como causas fundamentales
del problema público. Esta situación ha venido trayendo consigo el retraso de los
procesos de asignación anuales y la consiguiente afectación tanto en la
producción del trabajo policial, como en la vida personal del efectivo policial. La
propuesta a presentar se encuentra centralizada en la sistematización del
proceso de la asignación de personal a través de la implementación de un
sistema informático que permita asignar a un efectivo policial a un determinado
cargo, en función a su especialidad funcional, potencialidades y el perfil
profesional, según la información de la hoja de vida registrada en su legajo
personal y que este a su vez, debe de estar ligado con las condiciones,
capacidades y perfil necesarios para cada puesto, de forma tal que se logre una
adecuada administración y racionalización del personal policial sobre la base de
las capacidades profesionales, experiencia, formación y los perfiles adecuados
para cada puesto. Este cambio innovador cuenta con viabilidad normativa,
económica y organizacional dentro de la institución.
The present innovation project is aimed to solve the public issue of the process of allocation of personnel within the National Police, which has been manually developed over the years using the parameters of the former institutions, and without taking into account the functional specialties contained in the internal regulations. Currently, the work of the National Police is effective in the fight against citizen insecurity but it is not efficient since the human capital is not used properly and rationally, allocating staff on a discretionary basis, giving priority to the highest number of patrols and presence on the streets, rather than in the more specialized work, due to on the one hand, the regulation is inadequately delimited and on the other, the existence of a weak systematization of the police career as the fundamental causes of the public issue. This situation has brought with it the delay of the annual allocation process and the consequent damage on both, the production of the police work and the personal life of the police. The proposal to be submitted is located centrally in the systematization of the process of the allocation of staff through the implementation of a computer system that would allow assigning a police officer to a particular charge, according to his functional specialty, potential and professional profile, according to the information of the résumé recorded in his personnel file and that this, in turn, must be linked with the conditions, skills and required profile for each position, in such a way as to achieve a proper management and rationalization of police staff on the basis of professional skills, experience, education, and the appropriate profiles for each position. This innovative change has normative, economic and organizational viability within the institution.
