Alto riesgo de ser objeto del delito de trata de personas en las mujeres adolescentes desaparecidas en la zona del VRAEM, periodo 2020-2021

Resumen
La presente investigación empleó el enfoque cualitativo, investigación de tipo
básica y diseño fenomenológico, aborda como problema público el “Alto riesgo de ser
objeto del delito de trata de personas en las mujeres adolescentes desaparecidas en la
zona del VRAEM, durante el periodo 2020 y 2021”.
Se analiza el elevado índice de desaparición de las adolescentes considerando
que este suceso negativo muchas veces forma parte del proceso de trata de personas,
que pese a las medidas sanitarias del Covid-19 que incremento la virtualidad en las
comunicaciones, fueron captadas con el uso de páginas de internet y otros medios
engañosos ofreciéndoles un cambio de vida trasladándolos fuera de sus comunidades,
y terminan como víctimas siendo el fin de mayor prevalencia la explotación laboral y
sexual en negocios de venta de licor, acogiéndolas o reteniéndolas aprovechando su
situación de vulnerabilidad y riesgo como el estado de necesidad, desprotección familiar,
indiferencia frente al delito por algunos pobladores que se benefician de la economía
ilegal del tráfico de drogas.
Como innovaciones se plantean la implementación de una Sección de
investigación de Trata de Personas y Trafico Ilícito de Migrantes, carente como tal en
las regiones policiales de Perú siendo uno de ellos el VRAEM, de una Guía de
Procedimientos frente a este delito con enfoque en derechos de los niños, niñas y
adolescentes, resaltando en investigación policial la utilización de procedimientos
especiales de investigación, y en prevención policial la adecuación de los programas
preventivos policiales para sensibilizar y contrarrestar en los menores la desinformación
sobre este ilícito.
The present research used the qualitative approach, basic research and phenomenological design, addressing as a public problem the "High risk of being subjected to the crime of human trafficking in missing adolescent women in the VRAEM area, during the period 2020 and 2021". The high rate of disappearance of adolescent girls is analyzed considering that this negative event is often part of the process of human trafficking, that despite the sanitary measures of Covid-19 that increased the virtuality in communications, they were captured with the use of internet pages and other deceitful means offering them a change of life transferring them out of their communities, and end up as victims with the most prevalent purpose being labor and sexual exploitation in liquor businesses, taking them in or retaining them, taking advantage of their situation of vulnerability and risk such as the state of need, lack of family protection, indifference to crime by some residents who benefit from the illegal economy of drug trafficking. Innovations include the implementation of a Human Trafficking and Smuggling of Migrants Investigation Section, which is lacking in Peru's police regions, one of which is the VRAEM, and a Procedures Guide for dealing with this crime with a focus on the rights of children and adolescents, highlighting the use of special investigation procedures in police investigations, and in police prevention, the adaptation of preventive police programs to raise awareness and counteract misinformation about this crime among minors.
