Resumen
La provincia de Chupaca, ubicada en el valle del Mantaro, es una de las nueve
provincias del departamento de Junín, con una extensión territorial con 1,1503.05 km2. Fue
creada hace 18 años por Ley 26428, el 5 de enero de 1995 y limita por el norte con la
provincia de Concepción, por el sur y este con la provincia de Huancayo, y por el oeste con el
departamento de Lima a través de la provincia de Yauyos. Está formada por nueve distritos y
posee una población de 51,878 habitantes. Presenta entre sus principales fortalezas su
ubicación geográfica y la comunicación mediante la ruta alterna a la carretera central hacia la
ciudad de Lima (vía Yauyos-Cañete-Lima), la diversidad de recursos turísticos naturales e
históricos, la producción de zanahoria y cebolla que abastece gran parte del consumo
nacional y local. Entre las principales debilidades se consideran las pocas vías internas de
comunicación con que cuenta para enlazar todos los distritos, el minifundismo de las tierras
agrícolas, la baja tecnificación de las actividades económicas principalmente de la agricultura
y una inadecuada gestión del presupuesto institucional evidenciado en la reducción anual de
la asignación del mismo. Es así que los intereses se dividen en cinco puntos, dirigidos a
desarrollar los sectores con mayores fortalezas y a proporcionar el bienestar a su población
desarrollando obras de infraestructura que generen un encadenamiento al crecimiento
nacional logrando mejorar la calidad de vida del poblador de Chupaca. La presente
investigación concluye que para lograr la visión al 2025 además de sustentar su crecimiento
en valores, se precisa obtener recursos de la inversión privada, el presupuesto participativo y
de recursos directamente recaudados, estableciendo alianzas estratégicas con la empresa
privada concesionando predios comunales y trabajando coordinadamente con universidades
locales y nacionales.
Chupaca province, located in the Mantaro Valley, is one of the nine provinces of the department of Junin, with a land area of 1,1503.05 km2. It was created 18 years ago by law No. 26428, on January 5, of 1995 and bounded on the north by the province of Concepcion, on the south and east by the province of Huancayo, and on the west by the department of Lima through Yauyos province. It includes nine counties and has a population of 51.878 habitants. Among its main strengths figures its geographic location and communication through the alternate route to the main road to the city of Lima (Cañete-Yauyos-Lima), the diversity of natural and historical tourist resources, the carrot and onion production that supplies much of the national and local consumption. In the weaknesses area, there are considered the poor internal communication channels capable to make available to all districts to link the smallholding agricultural land, the low technology of economic activities around the agriculture and inadequate institutional budget management evidenced in the annual reduction of its allocation. Its interests are divided into five sectors aimed at developing more strength and provide welfare to its population developing infrastructure to generate a chain to national growth thus improving the quality of life of the settlers of Chupaca. The present research concludes that to achieve the vision in 2025 is necessary to sustain its growth in values, obtain private investment resources, participatory budgeting and resources directly collected, establishing strategic alliances with the private concessioning communal properties and working in close coordination with local and national universities.
