Abstract
El enfoque de participación comunitaria constituye un eje fundamental en el desarrollo de
la persona y la comunidad, así como un criterio de efectividad de la gerencia social en la
política pública; de modo que toda instancia de gobierno, principalmente el gobierno local
está obligado a promover una participación integral de los actores locales para mejorar las
experiencias de los procesos participativos y construir una participación comunitaria sólida
en base a lecciones aprendidas. La presente investigación tuvo como objetivo analizar
cómo se implementó la política ambiental a través de la consistencia los procesos de
participación comunitaria en la Municipalidad Distrital de Sorochuco durante el periodo
2007-2010, con la finalidad de determinar el impacto logrado y proponer mecanismos de
coordinación interinstitucional y de participación.
Este estudio nos permitió conocer si los funcionarios municipales cuentan con las
capacidades suficientes para gestionar la participación comunitaria en la implementación
de la política ambiental, qué procesos participativos, qué estrategias emplearon y cómo
articularon la participación de los actores sociales.
Se realizó una investigación aplicada cualitativa, con método de estudio de caso de tipo
explicativo. Se recopiló información mediante entrevista semi estructurada dirigida a los
funcionarios municipales, así como a los colaboradores de la empresa minera que en ese
entonces operó en la zona; asimismo, se aplicó un focus group con los líderes y
representantes locales; y una guía de análisis documental para revisar los documentos de
gestión del gobierno local.
Los resultados obtenidos muestran que la Municipalidad de Sorochuco ejerció un
gobierno tradicional, por consiguiente, la gestión de los funcionarios y autoridades
municipales no promovió una participación comunitaria integral, dado que no cuentan con
las habilidades y competencias necesarias, lo que impidió un trabajo cogestionado,
elemento esencial de la gerencia social.
The community participation approach is a key element in community development and implementation of policies; for this reason it is important that local governments promote the participation of local stakeholders to improve the experiences of participatory processes and build a strong community participation based on lessons learned. This research study aimed to determine how environmental policy is implemented through community participation processes in the District Municipality of Sorochuco during the period 2007-2010, in order to analyze the impact achieved and proposing mechanisms for interagency coordination and participation. This study allowed us to know whether the municipal authorities and officials have sufficient capacity to manage community participation in the implementation of environmental policy, participatory processes and strategies used and how articulated the participation of social actors. For the development of this research it was used to applied research qualitative; developed from a case study of explanatory type. Implementation of environmental policy through community participation was analyzed through a semi-structured interview aimed at officials and municipal authorities and workers of the mining company which at the time operated in the area, focus group with local leaders and representatives, and a guide document analysis to review the documents management Sorochuco district Municipality. After reviewing the data it was concluded that the municipality of Sorochuco remains a traditional municipality where management officials and municipal authorities does not promote community participation because they lack the skills and competencies required, preventing one co-managed work, an essential element of social management.
