All knowledge is anchored in the perception that we have of the world and which explains in large part our behavior; hence the importance of understanding how to build the perception as well as the perception of the actors. This process has an important role in the design of the Water Scientific Institute. The workshops of perception prepared in the watersheds of San Juan, Pisco, Ica and Río Grande allow us to approach to the lived space of the actors of the water resources management as well as understand their behaviors; measure the existing gaps between their perceptions, needs and the potential of their different environments. The complementation of the results of the mental maps, the analysis of the yesterday and the today, the matrix SWOT and the construction of the vision allowed us to recognize empty of knowledge and needs of training on one side, and on another one, build an inter and transdisciplinary proposal, integrating science, training, education and citizenship for the development of the water territories and its sustainability.
