Resumen
La dimensión de Fundamentos del Bienestar es la segunda dimensión considerada por
el Social Progress Imperative y CENTRUM Católica para evaluar la capacidad de los países
en responder a tres preguntas claves: ¿Estamos cubriendo las necesidades básicas de nuestra
población?, ¿Estamos construyendo bases y fundamentos para que los individuos y
comunidades puedan mejorar su calidad de vida?, ¿Existen condiciones y estamos generando
oportunidades para que los individuos alcancen su pleno potencial? En esta oportunidad se
analiza, en esta dimensión, el componente de Salud y Bienestar, la misma que hasta el 2016
abarcaba cuatro variables: Esperanza de vida a los 60 años, Muertes prematuras por
enfermedades no transmisibles, Tasa de obesidad y Tasa de suicidios (IPS, 2016).
Para ejecutar dicho análisis, se han evaluado las estadísticas del INEI, OPS, Y
ENDES y, resultado de ello, definiendo una gran variable, la cual es clave en todo el
planeamiento estratégico a ejecutar, debido a que es la variable en la que más adolece el país
en el ámbito de salud y bienestar. Esta variable es elegida en concordancia con los valores
más deficientes de los indicadores mostrados en la evaluación previa hecha por IPS en sus
Índices de Progreso Mundial 2016. Con esta forma de decisión se eligió a la Tasa de
Obesidad como aquella variable donde la acción y respuesta del Estado Peruano ha sido
limitada en los últimos años. En ese sentido, este estudio realiza un análisis sistémico,
organizado y estructurado, recopilando información relevante para brindar estrategias
sustentadas que hagan que la tasa de obesidad a nivel nacional deje de incrementarse,
disminuyendo, en consecuencia, por medio de las políticas de alimentación saludable y de
cultura del deporte, las muertes por enfermedades no contagiosas, e incrementando la
esperanza de vida a los 60 años y, presumiblemente, también, disminuyendo la tasa de
suicidios.
The Fundamentals of Welfare dimension is the second dimension considered by the Social Progress Imperative and Catholic CENTRUM to assess the ability of countries to answer three key questions: Are we covering the basic needs of our population? Are we building bases and foundations? so that individuals and communities can improve their quality of life? Are there conditions and are we generating opportunities for individuals to reach their full potential? This time, the Health and Wellbeing component is analyzed in this dimension, which up to 2016 covered four variables: Life expectancy at 60 years, premature deaths due to non-communicable diseases, Obesity rate and Suicide rate (IPS, 2016). To carry out this analysis, the statistics of the INEI, OPS, and ENDES have been evaluated and, as a result, defining a great variable, which is key in all the strategic planning to execute, because it is the variable in which the country suffers in the field of health and well-being. This variable is chosen in accordance with the poorest values of the indicators shown in the previous evaluation made by IPS in its 2016 World Progress Indexes. With this decision form, the Obesity Rate was chosen as the variable where the action and response of the Peruvian State has been limited in the last years. In this sense, this study carries out a systemic, organized and structured analysis, gathering relevant information to provide sustained strategies that make the obesity rate at the national level stop increasing, decreasing, consequently, through the policies of healthy eating and of sports culture, deaths from non-contagious diseases, and increasing life expectancy at 60 years and, presumably, also, decreasing the suicide rate.
