Resumen
Los gobiernos locales juegan un rol importante en el desarrollo y bienestar de la
población, dado que tienen la misión y el desafío de crear las condiciones necesarias para
conseguirlo. Este desafío es mucho mayor cuando las condiciones de la localidad son
adversas y su situación es crítica. Este es el caso de la provincia de Acobamba (Huancavelica,
Perú), en el que los niveles de pobreza y pobreza extrema son muy altos; la mayoría de la
población no tiene acceso a un seguro de salud, ni a un sistema de pensiones; el acceso al
agua potable, electrificación, y alcantarillado es muy limitado; la desnutrición crónica infantil
tiene un nivel alarmante, y el acceso a servicios de salud es muy restringido. Ante ello, el
planeamiento estratégico se constituye como la herramienta más importante para la gestión
municipal, debido a que le permitirá establecer un norte y trazar los caminos que conducirán
a este, previo análisis externo e interno. En ese sentido, el plan estratégico para Acobamba,
propuesto en el presente documento, tiene como objetivo mejorar las necesidades básicas de
la población, como resultado de la implementación de estrategias que exploten sus fortalezas
y aprovechen sus oportunidades. Los productos identificados como ejes dinamizadores para
el desarrollo local son los siguientes: (a) turismo alternativo y (b) papa nativa, dándoles valor
agregado mediante un posicionamiento diferenciado
Local governments play an important role in the development and welfare of the population since they have the mission and the challenge of creating the necessary conditions to achieve it. This challenge is greater when local conditions are adverse and its situation is critical. This is the case of the province of Acobamba (Huancavelica, Peru), where levels of poverty and extreme poverty are very high; most the population does not have access to health insurance or a pension system; access to potable water, electricity, and sanitation is very limited; chronic child malnutrition has an alarming level, and access to health services is very restricted. In view of this, strategic planning constitutes the most important tool for municipal management, because it will allow it to establish a north and map the roads leading to it, following external and internal analysis. In this sense, the strategic plan for Acobamba, proposed in this document, aims to improve the basic needs of the population, because of implementing strategies that exploit their strengths and seize their opportunities. The products identified as driving forces for local development are (a) alternative tourism and (b) native potatoes, giving them added value through a differentiated positioning
