Propuesta de mejora del proceso de gestión de la innovación de Minedulab del Ministerio de Educación

Resumen
En los últimos 5 años, las organizaciones del sector público vienen adoptando políticas y
procesos innovadores con el objeto de buscar respuestas a los diversos inconvenientes o
desafíos que enfrentan en la gestión pública. Diferentes organizaciones vienen
implementando espacios que promuevan la innovación, sin embargo, en el sector público
aún existen muchos problemas u oportunidades de mejora para promover una cultura de
innovación. Siendo los principales eventos que interceden en el crecimiento de las
innovaciones, de acuerdo con la literatura revisada, la voluntad política, el financiamiento,
el liderazgo en el equipo de innovación, el posicionamiento, entre otros.
Uno de estos espacios que busca promover la creatividad en el espacio público peruano
es el laboratorio de innovación – Minedulab del Ministerio de Educación, que se origina en
el año 2013 con el objetivo de realizar innovaciones que puedan convertirse finalmente en
políticas educativas. De esta forma el trabajo aborda la problemática de la productividad y
riesgo de sostenibilidad del laboratorio de innovación - Minedulab, evidenciándose en la
cantidad de ventanas de innovación convocadas y proyectos de innovación
implementados.
Durante el periodo 2015 al 2019, se esperaba realizar cinco (05) ventanas de innovación
(01 cada año) e implementar veinte (20) proyectos de innovación. En la realidad, en los
años 2015 y 2016 se realizaron dos (02) ventanas de innovación y se implementaron
nueve (09) proyectos, generando productividad al laboratorio. Sin embargo, del 2017 al
2019 solo se realizó una ventana de innovación (2017) en la que se eligieron 04 proyectos
de innovación ganadores, implementando solo un (01) proyecto. Mientras que en los años
2018 y 2019 no se realizó ninguna ventana de innovación y no se implementó ningún
proyecto.
Se han identificado cinco (05) causas que influyen en el funcionamiento del laboratorio de
innovación generando baja productividad y un riesgo de sostenibilidad. Dichas causas son:
la incidencia política vinculada a la voluntad, coyuntura e inestabilidad política, el escaso
financiamiento, la baja participación de las direcciones de los viceministerios del Minedu,
ausencia de posicionamiento y la baja calidad de los proyectos de innovación.
A partir de la tercera ventana, una de las principales causas para que los proyectos de
innovación ganadores no se hayan implementado es la baja participación de las
direcciones de los viceministerios del Minedu, debido a que no se encontraban interesados
en los proyectos ganadores o éstos no se encontraban alineados con los desafíos y/o
problemas que enfrentan las direcciones. La propuesta de solución es un nuevo proceso de innovación ágil, que permita visualizar y
acceder a la información durante todo el proceso de la innovación y principalmente
incorpora una nueva fase: identificación y priorización de desafíos, en la cual se involucran
a las direcciones de los viceministerios. Este nuevo proceso viene acompañado de un
aplicativo informático denominado SIME – Sistema de Innovaciones del Ministerio de
Educación.
Del testeo realizado a los actores del proceso, se ha evidenciado que el prototipo final
Proceso de innovación 2.0, facilitará que la innovación sea institucionalizada en el Minedu
debido a que los proyectos de innovación tendrán como objetivo solucionar los desafíos
más importantes de la gestión; por ende, las Direcciones de los Viceministerios se sentirán
comprometidos con la implementación, permitiendo que el laboratorio de innovación sea
productivo y sostenible.
La propuesta de solución “proceso de innovación 2.0” resulta deseable para los actores del
proceso, en el testeo realizado al investigador Juan Hernández Agramonte mencionó que
“el primer paso para la sostenibilidad es la priorización de los desafíos alineados con los
intereses del usuario”. Asimismo, en la entrevista realizada a la coordinadora de Minedulab
preciso que es necesario involucrar a las áreas implementadoras desde un inicio del ciclo
de innovación a fin de garantizar el interés y el presupuesto para la ejecución de los
trabajos innovadores.
Respecto a la factibilidad, el investigador Juan Hernández manifestó que: “Mientras más
alineado estén los proyectos de innovación a los desafíos que enfrentan las direcciones de
los viceministerios, la propuesta de solución será factible porque las innovaciones serán
implementadas”. En esa línea, como la propuesta de solución incorpora la fase 1:
Identificación y priorización de desafíos de las Direcciones de los Viceministerios” resulta
necesario que el equipara miento tecnológico de Minedulab realice una propuesta de
modificación a la Directiva del proceso de innovación vigente, esta debe ser presentada a
la Secretaría de Planificación Estratégica para su aprobación correspondiente.
Finalmente, la propuesta es viable ya que Minedulab a través de los proyectos de
innovación busca resolver los problemas y/o desafíos de las direcciones de los
viceministerios del Minedu quienes cuentan con recursos presupuestales para el
cumplimiento de sus objetivos, con la cual se podrán implementar los proyectos de
innovación. La OSEE podrá destinar recursos económicos para la contratación de personal
que se destine exclusivamente a la creación del aplicativo SIME. Las demás actividades
podrán ser asumidas por las direcciones y oficinas del Minedu.

These causes are: the political incidence linked to the will, the situation and political instability, the scarce financing, the low participation of the directors of the vice ministries of the Minedu, the weak leadership of the Minedulab team and the low quality of the innovation projects. Five (05) causes have been identified that influence the operation of the innovation laboratory, generating low productivity and a sustainability risk. These causes are: the political incidence linked to the will, situation and political instability, the scarce financing, the low participation of the directions of the vice ministries of the Minedu, lack of positioning and the low quality of the innovation projects. As of the third window, one of the main causes for the winning innovation projects not to have been implemented is the low participation of the departments of Minedu's vice ministries, because they were not interested in the winning projects or they were not they were aligned with the challenges and/or problems faced of the directions. The solution alternative is a new agile innovation process, which allows visualization and access to information throughout the innovation process and begins with a new phase: identification and prioritization of challenges, in which the managers of the vice ministries. The entire new process is accompanied by a computer application called SIME. This solution seeks to solve the problems and/or challenges of the departments of the vice ministries through the implementation of innovation projects, allowing to increase productivity and give sustainability to Minedulab. Regarding the testing carried out on the actors in the process, it has been shown that the final prototype of the 2.0 innovation process will facilitate innovation being institutionalized in the Minedu, since the innovation projects will have the objective of solving the most important challenges of management; therefore, the Offices of the Vice-Ministries will feel committed to its implementation. This will allow the innovation lab to be productive and sustainable. The solution proposal "innovation process 2.0" is desirable for the actors in the process, because in the test carried out by the researcher Juan Hernández Agramonte he mentioned that "the first step for sustainability is the prioritization of challenges aligned with the interests of the user". Regarding feasibility, the researcher Juan Hernández stated that: "The more aligned the innovation projects are to the challenges of the vice ministries' directions, the solution proposal is feasible and the innovations are implemented." In this line, as the solution proposal incorporates phase 1: Identification and prioritization of challenges of the Vice- Ministry Directorates" it is necessary that the Minedulab technical team make a proposal to modify the Directive of the current innovation process, which, prior favorable opinion of the organic units involved, will be presented to the Secretariat of Strategic Planning for its corresponding approval. Finally, this project is viable since Minedulab, through innovation projects, seeks to solve the problems and/or challenges of the directions of the Minedu vice ministries who have budgetary resources for the fulfillment of their objectives, with which they can be implemented. said projects. The OSEE may allocate economic resources for the hiring of personnel who are exclusively in charge of preparing said application SIME.
