Resumen
El Plan Estratégico para el departamento de Bolívar busca implementar estrategias
que permitan alcanzar a largo plazo el desarrollo económico sostenible del departamento.
Realizar un análisis detallado que toma en cuenta la situación actual de este, dentro del
análisis interno y externo que propuso D’Alessio (2015) a partir del cual se logra determinar
las fortalezas y debilidades, como las oportunidades y amenazas con las que cuenta. Bolívar
disfruta de una gran riqueza de recursos agropecuarios e hídricos gracias a su ubicación
geográfica; también tiene una de las infraestructuras portuarias más eficientes, seguras y
modernas de Colombia y es la cuarta más importante de Latinoamérica.; es también una
región llena de sitios históricos y patrimoniales que promueven la cultura y el turismo
internacional, principalmente en Cartagena. A pesar de esto, sus debilidades tienen que ver
con la falta de conectividad administrativa, la corrupción del Estado y la deserción escolar. El
Plan Estratégico para el departamento de Bolívar propone una visión y misión clara para el
año 2028. Posicionar a Bolívar dentro de los cuatro departamentos con mayor aporte al PIB
nacional apalancándose en sus tres pilares económicos: el turismo, la agricultura y la
manufactura (refinación de petróleo), lo cual generará mayor cantidad de empleos. Los
objetivos de largo plazo y las estrategias propuestas para llevarlos a cabo buscan llevar al
departamento a una transformación que no solo lo beneficie económicamente, sino que
mejore la calidad de vida de sus habitantes.
The main objective of the Strategic Plan for the Bolivar department is to establish the strategies that will help achieve the sustainable economic development of the department in the long term. It performs a detailed analysis that takes into account the current situation of this within the internal and external analysis proposed by D'Alessio (2015) from which it is possible to determine both, the strengths and weaknesses, as well as the opportunities and threats that it has. Bolívar has a great wealth of agricultural and water resources thanks to its geographical location that it has; It also has one of the most efficient, safest and most modern port infrastructures in Colombia and is the fourth most important in Latin America. It is also a region full of historical and heritage sites that promote international culture and tourism, mainly in Cartagena. Despite this, its weaknesses have to do with the lack of administrative connectivity, corruption; school dropout. The Strategic Plan for the Bolivar department proposes a clear vision and mission for the year 2028. Positioning Bolívar within the six departments with the greatest contribution to national PIB, leveraging its three economic pillars: tourism, agriculture and manufacturing (oil refining) that will generate more employment. The long-term objectives and the proposed strategies seek to bring the department to a transformation that not only benefits it economically but also improves the quality of life of its inhabitants.
