Resumen
El Plan Estratégico de la Región Cajamarca ha sido realizado en base al Modelo
Secuencial del Proceso Estratégico desarrollado por el Dr. Fernando D’Alessio Ipinza,
partiendo de un análisis de la situación actual, para llegar a una situación futura deseada, por
medio del establecimiento de la visión, misión, valores, objetivos de largo plazo, corto plazo
y estrategias asociadas al entorno y sus fortalezas, debilidades, oportunidades y amenazas.
Formada por 13 provincias y 127 distritos, Cajamarca es predominantemente rural y
tiene un alto grado de pobreza y pobreza extrema. Está ubicada entre los últimos lugares de
competitividad del país, pese a ser una región con abundantes recursos que podrían permitirle
mejorar su posición, debido a que no tiene la motivación necesaria para capitalizar la riqueza
de su patrimonio en actividades productivas que le permitan desarrollarse y crecer.
La propuesta del Plan se basa en 4 pilares: (a) la penetración y desarrollo de
infraestructura (vial, eléctrica y de comunicaciones) y servicios básicos (salud, educación e
internet) que sirva de soporte e incremente el nivel de vida y la competitividad de la región;
(b) la búsqueda de la independencia de la minería a través del desarrollo de sectores
económicos como agropecuario, manufactura, orfebrería y turismo a través de capacitaciones
e incentivos a la generación de clústeres; (c) promover la comunicación transparente sobre el
uso del presupuesto, programas instalados y beneficios a los que la población puede aplicar,
para reducir la brecha que existe entre la población y el gobierno; y (d) el impulso de nuevas
generaciones de jóvenes con mayor motivación de emprendimiento y desarrollo propio a
través de la creación de nuevas carreras orientadas a la implementación de empresas y la
utilización efectiva de los recursos de la región que permita cambiar la cultura conformista y
de status quo que se ha generalizado en la región, cambiar la desmotivación que se vive
actualmente para sobresalir y erradicar gradualmente la sensación de que para hacer algo se
debe recibir regalías mineras o presupuesto gubernamental.
The Strategic Plan of Cajamarca has been made based on the Strategic Process sequential model developed by Dr. Fernando D'Alessio Ipinza, based on an analysis of the current situation, to reach a desired future state, by establishing vision, mission, values, longterm and short-term goals and strategies related to the surrounding of the region and its strengths, weaknesses, opportunities and threats. With 13 provinces and 127 districts, Cajamarca is predominantly rural and has a high degree of poverty and extreme poverty. It is located in the last places of competitiveness, despite being a region with abundant resources that would allow Cajamarca into improve its position, because they do not have the motivation to capitalize on its rich heritage in productive activities that allow them to develop and grow. The proposed plan is based on four pillars: (a) The penetration and development of infrastructure (roads, electricity and communications) and basic services (health, education and internet) that serves as support and increase the standard of living and the competitivity; (b) The quest for independence from mining through the development of economic sectors such as agriculture, manufacturing, jewelry and tourism through training and incentives to generate clusters; (c) Promote transparent communication on the use of the government budget, installed programs and benefits that people can apply to reduce the gap between the people and government; and (d) The promotion of new generations of young people with greater motivation for entrepreneurship and self-development through the creation of new careers aimed at implementing companies and the effective use of resources in the region for changing the conformist culture and the status quo generalized in the region, change the demotivation that exists today to excel, and gradually eradicate the feeling that it´s necessary receive mining royalties or government budget if you want to do something in Cajamarca
