Abstract
El presente trabajo tiene como objetivo principal analizar tanto la situación del recojo de los
residuos sólidos a lo largo de la Av. Universitaria en el distrito de Comas (Lima), como la opinión
de los principales actores relacionados a tal actividad para sugerir mejoras al servicio de
recolección de desperdicios. Este estudio es motivado por la contaminación resultante a la que
están expuestas la mencionada vía como el distrito por la abundante presencia de residuos sólidos
domiciliarios, comerciales y de construcción (desmonte) sobre estas. Asimismo, esta investigación
considera los problemas resultantes de la política neoliberal instalada en el distrito, en el que las
empresas privadas contratadas para apoyar con el recojo de desperdicios y desmonte, no ofrecen
un servicio de calidad por los continuos conflictos relacionados con la Municipalidad de Comas.
La posibilidad de una recolección conjunta de residuos sólidos, entre la Municipalidad del distrito
y los recolectores informales presentes en la Av. Universitaria, surge a través de los continuos
recorridos de campo realizados, de la caracterización de los residuos sólidos, del análisis del Plan
de Manejo de los Residuos Sólidos Municipales de Comas y del empleo de una metodología que
recurre principalmente a la aplicación de entrevistas descriptivas y semi-estructuradas. A partir de
las opiniones y perspectivas de los tres grupos de personas entrevistados (recolectores informales
presentes en la Av. Universitaria, agentes municipales y vecinos cercanos a los puntos donde hay
más basura en la avenida), este proyecto analiza si la posibilidad de una recolección conjunta
podrías ser una solución válida al problema de los residuos sólidos. Asimismo, se indican algunos
proyectos que podrían ayudar a demostrar que la posible cooperación entre la Municipalidad y los
recolectores informales podría ser una buena alternativa. Como conclusión, este trabajo argumenta
que la posible asociación de los actores formal (Municipalidad de Comas) e informal (recolectores
informales) resultaría beneficiosa no solo para la imagen de la Av. Universitaria, sino también para
la Municipalidad, para los vecinos cercanos a la avenida y para los recolectores informales. Esta
colaboración implicaría potenciales beneficios que en su conjunto harían ver a la Av. Universitaria
y al distrito de Comas como espacios urbanos principalmente descontaminados.
The principle objective of the present work is to analyze the situation of the collection of solid waste along University Avenue in the district of Comas, Lima, as well as the opinions of the main actors involved in this collection in order to suggest improvements to the service. This study is motivated by the pollution to which the road and the district are exposed due to the abundant presence of residential, commercial and construction solid waste. In addition, this research considers the problems resulting from the neoliberal policy installed in the district, in which the private companies hired to support the collection of waste, do not offer a quality service, related continuous conflicts with the municipal government of Comas. The possibility of a joint collection of solid waste, between the municipal government of the district and the informal collectors present in the University Avenue area, was suggested based field observation, characterization of solid waste, analysis of the Municipal Solid Waste Management Plan of Comas, and also by the research methodology based on the application of descriptive and semi-structured interviews. Based on the opinions and perspectives of the three groups of people interviewed (informal collectors present in the University Avenue, municipal agents and residents near the points where there is more garbage on the avenue), this project analyses whether a joint collection possibility would be a valid solution to the solid waste problem. In addition, this investigation suggests some projects that could help demonstrate that cooperation between the Municipality and the informal collectors could be a good alternative. In conclution, this thesis argues that the possible association of formal (Municipality of Comas) and informal actors (informal collectors) would be beneficial not only for the image of University Avenue, also for the Municipality, but also for the residents living near the avenue and for informal collectors. This collaboration would entail potential benefits that together would make the University Avenue and the district of Comas look like decontaminated urban spaces.
