Resumen
El presente trabajo de investigación tiene por objetivo calcular el Índice de Progreso
Social [IPS] para la provincia de Chiclayo, de acuerdo a la metodología presentada por el
Social Progress Imperative y adaptada por CENTRUM Católica. El enfoque de la
investigación es de tipo descriptivo, cuantitativo y con un proceso transversal. El IPS de
Chiclayo se caracteriza por incorporar indicadores sociales y ambientales, indicadores de
resultados más no de gestión y van más allá de los indicadores económicos que comúnmente
se utilizan para explicar el camino del bienestar de una región, siendo este cálculo el primer
trabajo presentado para la provincia de Chiclayo. Para ello, se utilizó información de fuente
primaria y secundaria, la primera en base a encuestas realizadas en la muestra seleccionada
en los distritos de Chiclayo, José Leonardo Ortiz y La Victoria aplicada a 385 hogares, la
fuente secundaria se obtuvieron de instituciones estatales con información pública y validada
para el periodo 2017.
Para el cálculo del IPS de la provincia de Chiclayo se siguieron los diversos procesos
establecidos por el modelo de referencia, el cual consistió en: (a) precisar los conceptos que
se deben medir, (b) identificar y seleccionar los indicadores y sus bases de datos, (c)
consolidar la base de datos de los indicadores, (d) conceptualizar las utopías y distopías para
los indicadores, (e) realizar el análisis estadístico y de consistencia interna de los indicadores,
(f) determinar el índice beta; y (g) adecuar el Índice de Progreso Social de acuerdo con el
análisis de sensibilidad, benchmark y análisis de expertos en la materia, entre otros.
El resultado del presente estudio muestra que el IPS que la provincia de Chiclayo
tiene un puntaje de 52.57 ubicándolo en un nivel de progreso social Bajo. Este resultado
revela el promedio del puntaje de las tres dimensiones: (a) necesidades humanas básicas con
un resultado de 65.46; (b) fundamentos del bienestar con un resultado de 40.65; y (c)
oportunidades con un resultado de 51.61. A nivel distrital, los tres distritos de estudio se

ubican en el rango Bajo, el distrito de La Victoria presenta el mayor puntaje de 53.88 seguido
por el distrito de Chiclayo con puntaje de 53.70 y por último el distrito de José Leonardo
Ortiz con 50.12 puntos, los cuales no presentan grandes diferencias, estos resultados se
encuentran por debajo del IPS de la región Lambayeque. Lo que evidencia el nivel Bajo de la
realidad de la provincia de Chiclayo en cuanto a su desarrollo de progreso social, el cual sirve
como herramienta holística para el accionar de iniciativas que generen un mayor progreso y
bienestar de la población
The objective of this research work is to calculate the Social Progress Index for the province of Chiclayo, according to the methodology presented by the Social Progress Imperative and adapted by CENTRUM Católica. The focus of the research is descriptive, quantitative and with a cross-sectional process. The Social Progress Index of Chiclayo is characterized by incorporating social and environmental indicators, these are indicators of results but not of management and go beyond the economic indicators that are commonly used to explain the path of the well-being of a region, this calculation is the first work presented for the province of Chiclayo. In order to do so, information from primary and secondary sources was used, the first based on surveys conducted in the sample selected in the districts of Chiclayo, José Leonardo Ortiz and La Victoria, applied to 385 households; the secondary source was obtained from public institutions with public information and validated for the 2017 period. For the calculation of the SPI, the various processes established by the Social Progress Imperative model were followed, which consisted in: (a) specifying the concepts to be measured, (b) identifying and selecting the indicators and their databases, (c) consolidate the indicator database, (d) conceptualize the utopias and dystopias for the indicators, (e) perform the statistical analysis and internal consistency of the indicators, (f) determine the beta index; and (g) adjust the Social Progress Index according to the sensitivity analysis, benchmark and analysis of experts in the field, among others. The result of the present study shows that the SPI that the province of Chiclayo has a score of 52.57 placing it at a low level of social progress. This result reveals the average of the score of the three dimensions: (a) basic human needs with a result of 65.46; (b) welfare fundamentals with a result of 40.65; and (c) opportunities with a result of 51.61. At the district level, the three study districts are located in the low range, the district of La Victoria vi has the highest score of 53.88 followed by the district of Chiclayo with a score of 53.70 and finally the district of José Leonardo Ortiz with 50.12 points, which do not present large differences, these results are below the SPI of the Lambayeque region. This shows the low level of reality of the province of Chiclayo in terms of its development of social progress, which serves as a holistic tool for the actions that generate greater progress and welfare of the population
