Resumen
La presente investigación tiene como propósito calcular el Índice de Progreso Social
para el distrito de Magdalena del Mar correspondiente al periodo 2017, para lo cual se
desarrolla bajo un estudio de campo bajo el enfoque del Social Progress Imperative el cual
establece el progreso social como la capacidad de la sociedad de satisfacer sus necesidades
básicas humanas, disponiendo de fundamento de bienestar que a su vez le otorguen
oportunidades de desarrollarse y alcanzar todo su potencial, teniendo en cuenta que no basta
únicamente con medir cuanto crece la riqueza si no hay bienestar físico, emocional y sobre
todo equilibrio ambiental.
El Índice de Progreso Social se determina a través de la ejecución de un modelo de
medición holístico para el desempeño social y ambiental; para lograr el objetivo el IPS se
utilizan tres dimensiones, con cuatro componentes para cada una de ellas, y un total de 52
indicadores recolectados a través de encuestas de campo e información secundaria a través de
las cuales se calculará un índice entre 0 y 100 para el distrito y sus cuatro zonas geográficas
en las que se dividió, donde se obtuvo como resultado un Índice de Progreso Social con un
valor de 63.72, resaltando la marcada diferencia entre las zonas 1 y 2 con índices Bajos de
53.22 y 51.29 respectivamente, mientras que las zonas 3 y 4 tuvieron resultados de 73.99 y
76.37; estos resultados reflejan aspectos tal vez desconocidos y que son detallados a lo largo
del estudio a través de aspectos individuales para cada zona del distrito.
Al ser la primera vez que se desarrolla un estudio de este tipo, se convierte en una
oportunidad de reflexión y autocritica, que permita a la Municipalidad de Magdalena del mar
continuar con las estrategias de buenos resultados e implementar otras, que le permitan
convertirse en un distrito modelo en bienestar social y compromiso ambiental.
The purpose of this research is to calculate the Social Progress Index for the district of Magdalena del Mar corresponding to the 2017 period, for which it is developed under a field study under the Social Progress Imperative approach, which establishes social progress as the capacity of society to meet their basic human needs, providing a foundation of well-being that in turn gives them opportunities to develop and reach their full potential, bearing in mind that it is not enough to measure how much wealth grows if there is no physical, emotional well-being and above all, environmental balance. The Social Progress Index is determined through the execution of a holistic measurement model for social and environmental performance; to achieve the objective, the IPS uses three dimensions, with four components for each of them, and a total of 52 indicators collected through field surveys and secondary information through which an index between 0 and 100 will be calculated for the district and its four geographic zones in which it was divided; where a Social Progress Index with a value of 63.72 was obtained, highlighting the marked difference between zones 1 and 2 with Low indices of 53.22 and 51.29 respectively, while zones 3 and 4 had results of 73.99 and 76.37; these results reflect aspects that are perhaps unknown and that are detailed throughout the study through individual aspects for each zone of the district.
