Relaciones entre legitimidad, confianza institucional y laxitud moral política: un análisis del impacto psicopolítico del Proyecto Especial Legado de los Juegos Panamericanos y Parapanamericanos Lima 2019

El presente estudio analiza el impacto psicopolítico que la gestión de un proyecto
público tiene en la relación entre la percepción de legitimidad, la confianza institucional y la
laxitud moral política, usando como caso de análisis el Proyecto Especial Legado de los Juegos
Panamericanos y Parapanamericanos Lima 2019, proyecto público creado para gestionar la
infraestructura y la provisión de servicios que el mega-evento deportivo Lima 2019 dejó como
legado a la ciudad. Para tal fin, se aplicó un cuestionario a 404 ciudadanos de Lima
Metropolitana. Los resultados muestran que la percepción de cumplimiento de objetivos, como
indicador de legitimidad, se relaciona positivamente con la aprobación de LEGADO, como un
indicador de confianza institucional. Adicionalmente, se apreció una relación negativa entre la
Laxitud Moral Política y la aprobación de Legado. Sin embargo, esta relación se ve mitigada,
cuando se introduce la percepción de cumplimiento de objetivos como variable mediadora. De
lo anterior se puede observar que, aunque con efectos limitados, una percepción positiva de
cumplimiento de objetivos en una institución pública como LEGADO, ayudaría a mitigar los
efectos negativos de la laxitud moral política en la confianza institucional. Finalmente se
discuten las implicancias de una buena gobernanza en la ruptura del círculo vicioso que se
inicia en la falta de legitimidad institucional, que continúa con la desconfianza institucional y
que produce un modelo de socialización política que refuerza la laxitud moral política.
This study analyzes the psychopolitical impact that the management of a public project has on the relationship between the perception of legitimacy, institutional trust and political moral laxity using as a case study an entity called “Proyecto Especial Legado de los Juegos Panamericanos y Parapanamericanos Lima 2019”, a public project created to manage the infrastructure and provision of services that the Lima 2019 sports mega-event left as a legacy to the city. For this purpose, a questionnaire was administered to 404 citizens of Metropolitan Lima. The results show that the perception of goal achievement, as an indicator of legitimacy, is positively related to the approval of LEGADO, as an indicator of institutional trust. Additionally, an inverse relationship was observed between Political Moral Laxity and the approval of LEGADO. However, this relationship is mitigated when the perception of goal achievement is introduced as a mediating variable. From the above, it can be observed that, albeit with limited effects, a positive perception of goal achievement in a public institution such as LEGADO would help mitigate the negative effects of political moral laxity on institutional trust. Finally, this study discusses the implications of good governance on breaking the vicious circle that begins with the lack of institutional legitimacy, which continues with institutional distrust and produces a model of political socialization that reinforces political socialization that reinforces political moral laxity.
