Resumen
La investigación busca determinar aquellos factores de éxito o limitación del Programa
AGROIDEAS en la asociación PROFRUT – La CANO – Arequipa, en el cumplimiento
del objetivo principal del programa que busca: “Mejorar la competitividad de la
producción agraria de los pequeños y medianos agricultores del país”, a través de los
tres componentes del programa: Asociatividad, Gestión y Adopción Tecnológica, objetivos
que consideran como fin: “Aumentar el empleo, ingresos y condiciones de vida de
pequeños y medianos agricultores del país”.
El programa AGROIDEAS, “es una iniciativa del estado peruano a través del MINAGRI
que promueve el desarrollo inclusivo en el país” (MINAGRI, 2013). Se ha identificado
que existen factores de éxito del propio programa como son: los requisitos exigidos de
elegibilidad y la normatividad, existiendo a la vez factores que lo limitan, como las
definiciones no precisas de pequeño agricultor y competitividad que no permiten una
objetividad en la determinación del público objetivo al que está enfocado el Programa,
así como también la falta de indicadores precisos cualitativos y cuantitativos que
permitan un seguimiento de monitoreo y evaluación así como tampoco un plan de
mejora adecuado.
En cuanto a los componentes asociatividad y transferencia de tecnología se han
identificado como factores de éxito el lograr la formalización de la organización y el
financiamiento de la transferencia de tecnología siendo los factores internos los
limitantes de la organización ya que no se logra la consolidación de la cultura
organizacional de la OPA PROFRUT y por otro lado la asistencia técnica, si bien está
considerada dentro del componente transferencia tecnológica, esta no es oportuna, así
como también la falta de acompañamiento técnico en la etapa de comercialización del
producto, no llegando a cumplir con los objetivos propuestos por el programa.
En el capítulo de recomendaciones y la propuesta de valor se propone la revisión del
programa en función a la mejora, desde el enfoque de la Gerencia Social, de las
estrategias que consideren fortalecimiento y articulación interinstitucional e
interinstitucional que permita el logro sostenible de los objetivos planteados, tanto del
programa como de la propia Política Nacional Agraria que logren tanto competitividad
como sostenibilidad en la amplitud de la actividad agraria.

It has been identified that there are factors for the success of the program itself, such as: the required eligibility requirements and regulations, while there are limiting factors, such as non-precise definitions of small farmer and competitiveness that do not allow objectivity in the determination. of the target audience to which the Program is focused, as well as the lack of precise qualitative and quantitative indicators that allow a follow-up, monitoring and evaluation, as well as an adequate improvement plan. Regarding the associativity and technology transfer components, the achievement of the formalization of the organization and the financing of the transfer of technology have been identified as success factors, being the internal factors the limitations of the organization since the consolidation of the organization is not achieved. organizational culture of the OPA PROFRUT and, on the other hand, technical assistance, although it is considered within the technology transfer component, this is not timely, as well as the lack of technical support in the product commercialization stage, failing to comply with the objectives proposed by the program. In the chapter on recommendations and the value proposition, the revision of the program is proposed based on the improvement, from the Social Management approach, of the strategies that consider strengthening and inter-institutional and interinstitutional articulation that allows the sustainable achievement of the proposed objectives. Both the program and the National Agrarian Policy itself that achieve both competitiveness and sustainability in the breadth of agricultural activity.
