ALCA: ¿emulación integracionista y construcción de actores?

Abstract

El debate sobre la conveniencia de firmar un acuerdo para la conformación de ALCA preocupa a varios gremios de productores y a significativos componentes de la sociedad civil del continente. Ciertamente, ocupa más las calles del continente que el mundo oficial o el académico. En este análisis de actores y estrategias queremos sostener, y proponer, que la participación en la negociación para el ALCA es condición necesaria para constituir tanto los actores capaces como las alternativas para uno de los posibles desenlaces de la negociación: No al ALCA.Several producers’ associations and groups of civil society in Latin America are involved in campaigning against the signature of some components or of the whole FTAA. In this analysis of the agents and strategies involved we sustain that the participation in the negotiations is a necessary condition for the maturing of a South American alternative to the FTAA. Both, actors and strategies are built or strengthened in the process of negotiation.
