Abstract
La Provincia de Contumazá pertenece a una de las trece que conforman el Departamento
de Cajamarca, que se localiza en el norte del País, se divide en ocho distritos, tiene poco
desarrollo educativo, la infraestructura vial no favorece la comunicación interna y externa, y una
mala distribución de recursos y desarrollo de su población local han impedido que la provincia se
desarrolle plenamente.
Ante esta situación, se desarrolla el presente Planeamiento Estratégico, el cual propone
que existe un gran potencial en la región, y en especial en la provincia de Contumazá. Con el
soporte del Modelo Secuencial diseñado por el Dr. Fernando D’Alessio Ipinza, se parte de un
análisis de la situación actual y se plantea la visión de “ser una de las tres provincias más
competitivas de Cajamarca en el 2027”. A partir de esta visión, misión, valores, objetivos de
largo plazo, objetivos de corto plazo y se plantean las estrategias necesarias para aprovechar las
oportunidades del entorno y disminuir sus amenazas, así como para explotar las fortalezas y
combatir las debilidades.
El ejecutar las estrategias planteadas implicará el éxito del Plan, al alcanzar los objetivos
planteados, los cuales son viables y deberán contar con la aceptación de los involucrados. Los
interesados deberán hacer propios los compromisos y metas propuestas, y responder así a los
intereses de desarrollo general de la comunidad contumacina
The Province of Contumazá is one of the thirteen provinces that make up the Region of Cajamarca. It’s located in the North of the Country and it’s divided in eight districts. It has little educational development, and the poor road infrastructure does not favor the internal and external communications. This, and a poor wealth distribution have prevented the province from developing properly. To address the current situation, this Strategic Plan has been developed focusing on the existence of great potential in the region, and particularly in the province of Contumazá. With the aid of the Sequential Model designed by Dr. Fernando D’Alessio Ipinza, this strategic plan commences with an analysis of the current situation, and formulates a vision for the Province: “To be one of the three most competitive provinces of Cajamarca by 2027”. This vision allows to define a mission, values, long-term objectives, short-term objectives and strategies considering the environmental opportunities and threats, as well as the province’s inner strengths and weaknesses. The execution of the proposed strategies will achieve the Strategic Plan’s objectives within the stipulated timeframe of ten years. These strategies are viable and should have the acceptance of all stakeholders, so that they take ownership of the commitments and goals proposed for the achievement of the strategic objectives for the development of the Province of Contumazá
