Resumen
El presente documento constituye un Planeamiento Estratégico para el Sector Educación de la
Región Puno, para los años 2016 a 2026. Su objetivo es lograr que la región ostente una
educación de amplio acceso y cobertura, con alta calidad, inclusiva, bilingüe, descentralizada
e innovadora en todos sus niveles, promoviendo el desarrollo integral de las personas con
equidad y oportunidades para mejorar las condiciones de vida de los puneños. Para ello, se
debe alcanzar los objetivos de largo plazo en cuatro áreas específicas: (a) acceso y cobertura,
(b) desempeño, (c) pertinencia, e (d) inversión. Por esta razón, se ha propuesto cuatro
objetivos para la educación primaria, cuatro para la secundaria y cuatro para la superior,
cubriendo aspectos como tasa de matrícula neta, resultados de la prueba PISA o gasto
promedio por alumno. La manera de alcanzar estas metas es mediante la implementación de
estrategias que se han analizado exhaustivamente: (a) desarrollar la educación técnicoproductiva
en turismo y agricultura, principales actividades de la región Puno; (b) crear
cultivos sostenibles dentro de las instituciones de educación básica para afianzar conceptos de
agricultura, nutrición y sostenibilidad ambiental; (c) penetrar en el área rural, expandiendo la
cantidad de instituciones y de profesores; (d) desarrollar la enseñanza superior universitaria a
distancia con instituciones de las principales ciudades del país, (e) penetrar en las zonas
urbanas con educación inicial, (f) formar laboratorios de cómputo dentro de las instituciones
de educación básica, brindando servicios de enseñanza adicionales; y (g) integrarse
verticalmente hacia atrás para proveer de acceso a Internet a todas las sedes educativas
This is a strategic planning for the education sector in the Puno region, for the years 2016 to 2026 has been developed with the aim that the region can gain an education of high quality, inclusive, bilingual, decentralized and innovative in its levels, promoting the integral development of people, with equity, generating opportunities for improvement in the living conditions of Puno. This vision will be achieved when long-term objectives are achieved in four areas: (a) access and coverage, (b) performance, (c) relevance, and (d) investment. Thus they have set four goals for primary education, four for secondary education and four for higher education, covering aspects such as net enrollment rate, the PISA test results or average spending per student. The way to achieve these goals is through the implementation of strategies that have been analyzed exhaustively: (a) Develop technical-productive education in tourism and agriculture, which are the main activities of the Puno region; (b) create sustainable cultures within institutions of basic education, for afianzas concepts of agriculture, nutrition and environmental sustainability; (c) penetrate rural areas, expanding the number of institutions and teachers; (d) developing distance learning university higher institutions of the main cities of the country, (e) penetrate urban areas with early childhood education, (f) forming computer labs in basic education institutions, providing additional education services; and (g) vertically integrate backwards to directly provide Internet access in all educational venues
