Abstract
El objetivo de este estudio es analizar la situación de las tarifas de servicio público de electricidad en el Perú, identificando los posibles factores que explican su elevado nivel. A partir del análisis de la concentración e integración vertical del sector, de la comparación internacional de tarifas y rentabilidades de las empresas prestadoras del servicio, y de la identificación de los aspectos desfavorables a los usuarios en el procedimiento de determinación de las tarifas, se encuentra que las tarifas eléctricas residenciales en el Perú están entre las más elevadas de Latinoamérica, que existe un elevado grado de concentración horizontal y vertical en el mercado eléctrico, que aspectos del procedimiento de fijación de tarifas relacionados con los plazos para la participación de los usuarios son inadecuados, y que existen incentivos en la normatividad para que las empresas actúen en perjuicio de los usuarios finales.
The objective of this study is to analyze the situation of energy utilities tariffs in Peru, identifying those factors that could possibly explain their high levels. Based on the analysis of concentration and vertical integration of the sector, on international tariffs comparisons and profitability of the companies which provide this service, and through the identification of those unfavorable aspects for users in the tariff determination process, we found that residential electrical tariffs in Peru are among the highest ones in Latin America, that there is a high horizontal and vertical concentration level in the electrical market, that some points in the tariff settlement process related to the terms for users’ participation are inappropriate, and that there are incentives in the law for companies to act with prejudice against final users.
