Resumen
Como resultado de los esfuerzos destinados a diseñar una herramienta capaz de medir
el nivel de progreso social de los países e integrar información objetiva sobre los resultados
de las políticas y medidas gubernamentales adoptadas, nace el Índice de Progreso Social
(IPS), una medida holística que involucra el análisis de tres dimensiones, 12 componentes, y
una serie de indicadores capaces de valorar y explicar el desarrollo social. El principal
objetivo del presente estudio es medir el nivel de progreso social de la provincia de
Chumbivilcas al 2018, utilizando como metodología de estudio un enfoque cuantitativo, bajo
un diseño no experimental – transeccional, y un alcance exploratorio – descriptivo, siguiendo
las pautas de la metodología del Social Progress Imperative, y utilizando como instrumento
de recolección de datos un cuestionario proporcionado por CENTRUM Católica, que fue
aplicado a los jefes de hogar de cada vivienda de la provincia, en base al tamaño de muestra
determinado, para posteriormente completar la base de datos, realizar el respectivo análisis
estadístico, y obtener el índice beta. El resultado general ubica a la provincia de
Chumbivilcas en un nivel de progreso social extremo bajo, con 28.12 puntos, en una escala
de cero a 100. Por su parte, la dimensión Necesidades Humanas Básicas obtuvo 37.81 puntos,
correspondientes al nivel de desempeño muy bajo, mientras que las dimensiones
Fundamentos de Bienestar y Oportunidades presentaron un nivel de desempeño social
extremo bajo, con 27.06 y 19.49 puntos, respectivamente. Las fortalezas de la provincia se
presentan en los componentes seguridad personal, y salud y bienestar, mientras que las
debilidades se encuentran agrupadas en aspectos relacionados con la nutrición y cuidados
médicos básicos, el acceso a conocimiento básico, el acceso a información y comunicaciones,
la sostenibilidad ambiental, los derechos personales, la libertad personal y de elección, y el
acceso a educación superior. A nivel de zonas, el primer lugar dentro del ranking de la
provincia lo ocupa la zona tres, con 35.11 puntos, correspondiente a un nivel de desempeño muy bajo, mientras que las cinco zonas restantes lograron niveles de desempeño extremo
bajo, ocupando la zona cuatro el segundo lugar con 34.32 puntos, la zona uno el tercer lugar
con 32.42, la zona dos el cuarto lugar con 27.84, la zona cinco el quinto lugar con 25.69, y
finalmente la zona seis, que presenta los resultados más graves, el sexto lugar con 16.02
puntos. Dichos resultados, revelan la existencia de brechas y diferencias importantes de
desarrollo social en la provincia, que deben ser atendidos de manera integral para reducir los
problemas de desigualdad.
As a result of the efforts aimed at designing a tool capable of measuring the level of social progress of the countries and integrating objective information on the results of the adopted government policies and measures, the Social Progress Index (IPS) is born, a holistic measure that it involves the analysis of three dimensions, 12 components, and a series of indicators capable of valuing and explaining social development. The main objective of the present study is to measure the level of social progress of the province of Chumbivilcas to 2018, using a quantitative approach as a study methodology, under a non - experimental - transeccional design, and an exploratory - descriptive scope, following the guidelines of the Methodology of the Social Progress Imperative, and using as a data collection instrument a questionnaire provided by CENTRUM Católica, which was applied to the heads of households in each house in the province, based on the determined sample size, to later complete the base of data, perform the respective statistical analysis, and obtain the beta index. The general result places the province of Chumbivilcas at a low extreme social progress level, with 28.12 points, on a scale of zero to 100. On the other hand, the Basic Human Needs dimension obtained 37.81 points, corresponding to the very low level of performance, whereas the dimensions Fundamentals of Welfare and Opportunities presented a level of low extreme social performance, with 27.06 and 19.49 points, respectively. The province's strengths are presented in the components of personal security and health and wellbeing, while the weaknesses are grouped into aspects related to nutrition and basic medical care, access to basic knowledge, access to information and communications, environmental sustainability, personal rights, personal freedom and choice, and access to higher education. At the zone level, the first place in the ranking of the province is occupied by zone three, with 35.11 points, corresponding to a very low level of performance, while the five remaining areas achieved low extreme performance levels, occupying zone four. the second place with 34.32 points, zone one the third place with 32.42, zone two the fourth place with 27.84, zone five the fifth place with 25.69, and finally zone six, which presents the most serious results, the sixth place with 16.02 points. These results reveal the existence of gaps and important differences in social development in the province, which must be addressed in a comprehensive manner to reduce the problems of inequality.
