Resumen
El desarrollo de la Pequeña Minería Metálica en el Perú no ha sido abordado con eficacia
dentro de los planes de desarrollo productivo del país, principalmente por ser un Sector de
menor prioridad como no lo es la mediana y la gran minería, y además por la dificultad que
implica definirla siendo frecuentemente asociada con la minería artesanal y/o con la minería
informal. En consecuencia, no se ha avanzado lo suficiente en el aprovechamiento del Sector
como impulsador del desarrollo local y regional. A 2014, incluso las instituciones como el
Ministerio de Energía y Minas (MEM) poseen escasos datos ni estadísticas confiables. Las
ventajas y oportunidades que posee la Pequeña Minería fortalecerán el desarrollo económico
y social del país. El presente Plan Estratégico para este Sector busca: (a) aumentar su
productividad, (b) aumentar la inversión recibida por el mismo, (c) mejorar
significativamente los estándares de operación de los Pequeños Productores Mineros
mediante la obtención de certificaciones y estándares aceptados internacionalmente, y (d)
aumentar su rentabilidad. Como resultado, se puede concluir que la Pequeña Minería
Metálica está fuertemente ligado al desarrollo de factores como el de las plantas de beneficio
y el desarrollo en infraestructura del país. Además se destaca la necesidad de contar con los
estudios técnicos con el fin de convertir reservas probables en probadas reduciendo así el
riesgo de los inversionistas del Sector. Se espera agrupar a los Pequeños Productores
Mineros con el fin de que las operaciones y/o procesos puedan estandarizarse en el Sector, lo
que a su vez contrarrestaría la imagen del público en general que tiende a asociar al Sector
con la minería informal. Por lo anterior, el cuidado del medioambiente se vuelve tema de
especial importancia y que debe ser considerado en el Sector
The development of small scale metallic mining in Peru has not been properly addressed among the national strategic development plans as well as its productive strategies, mainly because small scale mining lays under the shadow of big scale mining plus its own inherit difficulty to itself as a productive sector. Small scale mining is usually associated, in the public’s mind, with subsistence mining or even illegal mining in some cases. Due to all of the above the Sector has not been addressed as a vehicle for regional and local development. Currently, even national institutions like Energy and Mining Ministry (MEM) do not have exact and reliable statistics. The advantages and opportunities that small scale metallic mining present will enhance the economic and social development in the country. The current strategic plan for the small scale metallic mining sector seeks to achieve the following: (a) increase the Sector’s productivity, (b) increase the overall investment in the Sector, (c) improve significantly the operation standards for small scale miners by adhering to international certifications, and (d) increase the overall profitability of the Sector. From the results it can be concluded that the small scale metallic mining is strongly associated to the development of different factors such as mineral refineries and overall roads and infrastructure from the country. Besides this, the need for technical studies that will transform likely resources into proven resources is significant since these will determine the level of risk for investors associated with small scale mining projects. For the small scale miners it is paramount to standardize their practices and methods in order to counter arrest the public image of the Sector that relates it with illegal mining. Due to the latter all the initiatives for environment conservation are relevant to the Sector
