Resumen
El Plan Estratégico de la provincia de San Miguel ha sido efectuado en base al
Modelo Secuencial del Proceso Estratégico desarrollado por D’Alessio (2015). Se comenzó
con en análisis de la situación actual de la provincia para visualizar la situación futura
deseada, lo que llevó a establecer visión, misión, valores y código de ética, que actuaron
como brújula estratégica para definir los objetivos de largo plazo y de corto plazo. Mientras
que, como resultado de la evaluación externa e interna, se pudo definir las estrategias que se
implementarán para alcanzar la visión. La provincia de San Miguel es prioritariamente rural,
con un alto grado de pobreza y pobreza extrema. Está ubicada entre los últimos lugares de
competitividad del país, pese a ser una provincia con abundantes recursos naturales y
arqueológicos que podrían permitirle mejorar su posición. Ello no se logra debido a que
existen conflictos entre los componentes y pilares económicos de la provincia y no se logran
armonizar para desarrollar distintas industrias.
El Plan Estratégico propuesto tiene como objetivos: (a) elevar el nivel de producción
y ventas de quesos y otros derivados lácteos; (b) aumentar los ingresos por la
comercialización de artesanía textil, tanto en el mercado local como a través de
exportaciones; (c) establecer una industria de turismo que sea sostenible y genere recursos
para los habitantes; y (d) todo lo anterior llevará a mejorar los ingresos de las familias.
Conocidos los objetivos de largo plazo, se deberán implementar estrategias para lograr dichos
objetivos, las cuales en su mayoría son intensivas o de integración horizontal. El esfuerzo de
la Municipalidad, ya conocido el PEI, es invertir sus recursos para materializar los objetivos a
corto plazo, lo cual llevará al cumplimiento de los objetivos a largo plazo, cambiará la
situación actual de la provincia y logrará cambios sustanciales en su economía, con la
satisfacción de su población
The Strategic Plan for the province of San Miguel has been made based on the Sequential Model of the Strategic Process developed by D'Alessio (2015). It began by the analysis of the current situation of the province to visualize the desired future situation, which led to establishing vision, mission, values and code of ethics, which acted as a strategic compass to define the long-term and short-term objectives. While, as a result of the external and internal evaluation, the strategies that could be implemented to reach the vision were defined. The province of San Miguel is primarily rural, with a high degree of poverty and extreme poverty. It is located between the last places of competitiveness of the country, despite being a province with abundant natural and archaeological resources that could allow it to improve its position. This is not achieved because there are conflicts between the components and economic pillars of the province and can’t be harmonized to develop different industries. The proposed Strategic Plan aims to: (a) raise the level of production and sales of cheeses and other dairy products; (b) increase revenues from the marketing of textile handicrafts, both in the local market and through exports; (c) establishing a tourism industry that is sustainable and generates resources for the inhabitants; and (d) all of the above will lead to improve the family income. Once the long-term objectives are known, strategies must be implemented to achieve these objectives, which are mostly intensive or horizontally integrated. The effort of the Municipality, already known the PEI, is to invest its resources to materialize the objectives in the short term, which will lead to the fulfillment of the long term objectives, changing the current situation of the province and achieving substantial changes in its economy, with the satisfaction of its population
