Modelo Prolab: Tecnosalud, propuesta de modelo de negocio para la implementación de un sistema digital de gestión de servicios de salud preventiva y diagnóstico temprano

Abstract
El propósito de esta investigación es resolver un importante problema social relacionado con
el bienestar de la población trujillana mediante la creación de una plataforma digital para
médicos. El objetivo de desarrollo sostenible del Pacto Mundial es garantizar una vida sana y
promover el bienestar para todos en todas las edades. Por lo tanto, esta propuesta de negocio
busca mejorar el servicio de atención médica, facilidad de acceso para el médico tratante y
una mejor atención a los pacientes de los diversos centros médicos que se afilien a la
plataforma.
Tecnosalud es una herramienta digital que se puede usar en computadoras personales
que permite a los médicos digitalizar, acceder y administrar los registros y el historial médico
de sus pacientes. En ese sentido, esta plataforma permite derivarlos a otros centros de salud
de diagnóstico por imágenes y a laboratorios con citas disponibles de forma expeditiva,
permitiéndoles acceder a estos servicios complementarios en plazos más cortos que los
habituales. El objetivo es lograr que sus tratamientos no se interrumpan ni se posterguen.
La propuesta está soportada en metodologías ágiles que permitieron el diseño del
prototipo correspondiente, por un plan de marketing, un plan operativo y uno económico que
avalan su factibilidad y deseabilidad. Así, el análisis financiero determina la viabilidad del
negocio, para un capital inicial de S/210,000, un valor actual neto económico (VANe) de
S/1ʼ055,564, una tasa interna de retorno de 167.88 % para una WACC de 15.68 %, un ratio
beneficio-costo de 6.03 veces y un plazo de ocho meses para que el capital o inversión se
recupere.
El VAN social de la solución propuesta para Trujillo en general se estimó en S/25.78
millones para un período de cinco años. Si bien la plataforma de referencias de Tecnosalud
puede ayudar en un pequeño porcentaje a mitigar los costos sociales, brindando la
oportunidad a los ciudadanos para acceder a exámenes y diagnósticos oportunos que les permita prevenir, por ejemplo, enfermedades cardiovasculares y diabetes, genera beneficios
por productividad adicional porque las personas saludables faltan menos al trabajo, son más
productivas. Por otro lado, se evitan episodios graves y costosos, lo que impide que los
ciudadanos tengan que abandonar la fuerza laboral.
De similar forma, se generan impactos relevantes sobre los objetivos de desarrollo
sostenible (ODS), logrando un índice de relevancia social (IRS) de 38 %, y 25 % en los ODS
3 y 8, relativos a “salud y bienestar” y “Trabajo decente y crecimiento económico”,
respectivamente.
Vista la deseabilidad, factibilidad, viabilidad y sostenibilidad del caso de negocio
planteado, los autores concluyen con la decisión de inversión y proponen la creación de una
plataforma digital llamada TECNOSALUD.
The purpose of this research is to overcome an important social problem regarding the health and well-being of the Trujillo citizens through the creation of a digital platform for doctors. The sustainable development goal of the Global Compact is to ensure healthy lives and promote wellness for all at all ages. Therefore, this business proposal seeks to improve the health care service, ease of access for the treating physician and better care for the patients of the various medical centers that affiliate to the platform. Tecnosalud is a digital tool that can be used on personal computers that allows physicians to digitize, access and manage their patients' medical records and history. In that sense, this platform allows them to be referred to other diagnostic imaging health centers and laboratories with available appointments in an expeditious manner, allowing them to access these complementary services in shorter than usual timeframes. The aim is to ensure that their treatments are not interrupted or postponed. The proposal is supported by agile methodologies that allowed the design of the corresponding prototype, a marketing plan, an operational plan and a financial plan that support its feasibility and desirability. Thus, the financial analysis determines the viability of the business, for an initial capital of S/210,000, an economic net present value (NPVe) of S/1ʼ055,564, an internal rate of return of 167.88 % for a WACC of 15.68 %, a benefit-cost ratio of 6.03 times and an investment recovery period of eight months. The social NPV of the proposed solution for Trujillo overall was estimated at S/25.78 million for a five-year period. While Tecnosalud's referral platform can help mitigate social costs to a small extent by providing citizens with the opportunity to access timely examinations and diagnoses that allow them to prevent, for example, cardiovascular diseases and diabetes, it generates additional productivity benefits because healthy people miss less time from work and are more productive. On the other hand, serious and costly episodes are avoided, preventing people from having to leave the workforce. Similarly, relevant impacts are generated on the Sustainable Development Goals (SDGs), achieving a Social Relevance Index (SRI) of 38%, and 25% in SDGs 3 and 8, related to “health and well-being” and “Decent work and economic growth”, respectively. Given the desirability, feasibility, viability and sustainability of the business case, the authors conclude with the investment decision and recommend the implementation of the Tecnosalud digital platform.
