Resumen
El presente plan estratégico para la industria del maíz del Cusco se ha creado siguiendo el
modelo secuencial desarrollado por D’Alessio (2015). Se proyecta que, para el año 2027, la
región tendrá el mayor nivel de rendimiento en el mundo. Su particularidad es que produce
variedades que no han podido ser replicadas en otras zonas e, incluso, goza de certificación
de origen para el maíz blanco gigante. Con la implementación de este plan estratégico, se
logrará incrementar la producción y aumentar las ventas del mercado nacional, así como las
exportaciones. Además, se producirá bienes con valor agregado, tal como la harina precocida,
concentrados, choclo, cancha, entre otros. Las metas que se han planteado consisten en
incrementar las ventas en el mercado nacional de US$ 48 millones a US$ 87 millones, al
mismo tiempo que las exportaciones se elevarán de US$ 4.7 millones al año a US$ 6.3 millones.
De esta manera, se logrará el 10% de utilidades sobre ventas y se generará ingresos para
730,000 familias. Lo principal para alcanzar estas metas es conseguir que los productores
minifundistas se agrupen o asocien, así tendrán acceso a tecnología de punta y capacitación y
podrán juntar la producción para lograr volúmenes que les permitan acceder directamente a
los mayoristas. De esa forma, se cambiará la cadena productiva que existe actualmente. Las
estrategias que se implementarán son las siguientes: (a) desarrollar el mercado japonés, (b)
penetrar en el mercado norteamericano, (c) desarrollar harina precocida de maíz para agregar
valor al producto, (d) desarrollar concentrado de maíz morado para bebidas y alimentos, y (e)
desarrollar el mercado nacional de choclo y cancha, así como de grano verde. No obstante, el
objetivo principal consiste en lograr que los agricultores se integren horizontalmente para que
tengan acceso a tecnología de punta y puedan capacitarse para que logren volúmenes
conjuntos que les permitan llegar directamente a los mercados
Following the Sequential Model developed by D'Alessio (2015), this strategic plan has been created for Cuzco maize, projecting that by 2027 it will be the region with the highest level of performance in the world. Its particularity is that it produces varieties that have not been replicated in other areas and even enjoys certification of origin for giant white maize. With the implementation of this strategic plan, it will be possible to increase production, increasing sales to the domestic market and exports, also producing goods with added value, such as precooked flour, concentrates, corn and field, among others. The goals of this strategic plans are to increase sales to national market from US$ 48 million to US$ 87 million, at the same time, incrementing exports from US$ 4.7 million to US$ 6.3 million at 2027, obtaining a 10% return over sales, and generating income to 730,000 families. In order to achieve these goals, there is mandatory to get smallholders to group or associate, thus gaining access to technology and training, joining production to achieve volumes that allow them to directly access wholesalers, changing the current production chain. The strategies to be implemented are: (a) to develop the Japanese market; (b) to continue penetrating the North American market; (c) developing precooked maize flour, adding value to the product; (d) developing purple corn concentrate for beverages and food; and (e) develop the national market for corn and cane, as well as for green beans. There is extremely important to gather all small farmers in associations, in order to get technology and training, and being able to provide directly to wholesaler large amounts of corn
