Quisiera empezar señalando que me impresionó y me llamó a reflexión la afirmación del doctor Salomón Lerner Febres en el Discurso de presentación del Informe final de la Comisión de la Verdad y Reconciliación (CVR) sobre el escándalo de la «indolencia» de quienes, habiendo podido actuar para impedir tanta tragedia y tanto dolor, no lo hicieron: «El informe que le entregamos expone, pues, un doble escándalo: el del asesinato, la desaparición y la tortura en gran escala, y el de la indolencia, la ineptitud y la indiferencia de quienes pudieron impedir esta catástrofe humanitaria y no lo hicieron» (Lerner Febres, 2003). Un párrafo más abajo continúa diciendo que, para explicar «tanta muerte y sufrimiento […] se necesita, como complemento, la complicidad, la anuencia o, al menos, la ceguera voluntaria de quienes tuvieron autoridad y, por tanto, facultades para evitarlos» (2003). Y refiriéndose a la clase política de ese tiempo, precisa lo siguiente: «hemos llegado al convencimiento de que ella [esa historia] no habría sido tan terrible sin la indiferencia, la pasividad o la simple incapacidad de quienes entonces ocuparon los más altos cargos públicos» (2003).
