Business consulting para definir una estrategia nacional para incrementar las publicaciones científicas del Perú desde la Dirección de Evaluación y Gestión del Conocimiento (DEGC) del CONCYTEC

Abstract

El presente documento tiene como finalidad definir la línea base para conocer el contexto actual y la situación deseada respecto a la baja producción científica del país en la región y establecer una hoja de ruta para lograr los objetivos del presente business consulting. El análisis de la información obtenida permitió detectar actividades claves que el Concytec requiere implementar para resolver el problema central detectado, definido como la baja producción de publicaciones científicas, y de este modo, incrementar dicha cantidad sin descuidar los niveles de calidad. Para ello, se propuso estrategias generales soportadas por los lineamientos de una estructura de comunicación definida, desarrollando áreas de investigación prioritarias para el país, con un permanente seguimiento y evaluación del impacto de la inversión en la investigación. Para cumplir este objetivo, es importante resaltar que dentro de la estructura organizacional del Concytec, se tiene a la Dirección de Evaluación y Gestión del Conocimiento (DEGC) que tiene dentro de sus competencias la de promover y regular la gestión de la información y conocimiento en materia de ciencia, tecnología e innovación en el país. Asimismo, dentro de sus funciones están el seguimiento y evaluación de la gestión del conocimiento científico, y por lo tanto, debe hacerse de las herramientas y presupuesto necesario para proveer un feedback técnico e informativo a las demás direcciones y a la Presidencia del Concytec, quien debe relevar al Consejo Directivo para promover el diseño de políticas que ayuden a construir la estrategia nacional, todo esto para incrementar la producción científica en el país. Por lo expuesto, se sugiere que la Presidencia del Concytec nomine como responsable de evaluar e implementar las posibles alternativas de solución al problema central detectado a la DEGC, por ser la dirección que reúne las competencias de acuerdo con el Reglamento de Organización y Funciones de dicha institución. La implementación del proyecto tiene una duración de 400 días, con un costo de S/ 439,000.00, que, de acuerdo con las proyecciones realizadas generaría un incremento del 100% de publicaciones en 24 meses luego de haber sido ejecutado el plan de implementación propuesto.

The purpose of this document is to define the baseline to know the current context and the desired situation regarding the low scientific production of the country in the region and to establish a road map to achieve the objectives of this business consulting. The analysis of the information obtained made it possible to detect key activities that Concytec needs to implement to solve the central problem detected, defined as the low production of scientific publications, and thus increase said quantity, without neglecting quality levels and propose general strategies supported by the guidelines of a defined communication structure, developing priority research areas for the country, with a permanent follow-up and evaluation of the impact of the investment in research. To achieve the aforementioned objective, it is important to highlight that within the organizational structure of Concytec, the Directorate of Evaluation and Knowledge Management (DEGC) is responsible for promoting and regulating the management of information and knowledge on science, technology and innovation in the country, Its functions include the monitoring and evaluation of the management of scientific knowledge and, therefore, it must have the necessary tools and budget to provide technical and informative feedback to the other directorates and to the Presidency of Concytec, relieving the Board of Directors to promote the design of policies that help to build the national strategy, all this to increase the scientific production in the country. Therefore, it is suggested that the Presidency of Concytec nominate the DEGC as responsible for evaluating and implementing the possible alternative solutions to the central problem detected, as it is within its competence according to the Regulation of Organization and Functions of that institution. The project has a duration of 400 days, with a cost of S/ 439,000.00, which, according to the projections made, would generate an increase of 100% of publications in 24 months after the proposed implementation plan has been executed.
