Resumen
El presente planeamiento estratégico para la provincia de Bagua se ha desarrollado de
acuerdo a la metodología propuesta por D’Alessio (2016). Se propone objetivos de largo
plazo para el año 2030, como un plan desarrollo que busca mejorar la competitividad de la
provincia y que alcance notoriedad nacional e internacional a través de sus principales
actividades económicas actuales y aquellas que están por optimizar. Según el Censo del 2007,
la principal actividad económica de la provincia de Bagua es la agrícola y no ha alcanzado un
desarrollo técnico adecuado. El principal comercio derivado de esta actividad es la venta de
productos en estado de granos como el café, cacao y arroz. Otra actividad como el turismo se
encuentra en una etapa inicial: a niveles estadísticos el nivel de turistas nacionales e
internacionales que visitan la provincia es muy bajo debido a la falta de infraestructura; así
como la falta de sinergia entre lo que busca el turista y lo que la provincia de Bagua ofrece,
sumado a la escasa promoción turística y utilización de tecnología moderna.
En lo que respecta a los objetivos de largo plazo al 2030, se han planteado incrementar
la productividad del cacao y café en más del doble de su rendimiento actual; posicionar a
Bagua dentro de los 10 mejores lugares con mayor afluencia de turistas a nivel nacional;
mejorar su porcentaje de nivel satisfactorio en comprensión de lectura incrementando de
10.5% según datos de la Evaluación Censal de Estudiantes (2016) hasta 43.15%; y Bagua al
año 2030 elaborará productos derivados de cacao pasando del 0% en la actualidad al 75% de
la producción total de cacao, de esta manera se convertirá en una de las cinco provincias que
lidera la agro exportación de este insumo.
Para alcanzar estos objetivos de largo plazo, se plantean unos de corto plazo que se
encuentran mesurados y apoyados por una serie de estrategias que finalmente buscan
transformar la situación de la provincia de Bagua, promoviendo el desarrollo agrícola, del
sector turismo y de la educación, con lo que se busca mejorar el bienestar de sus ciudadanos.
This strategic planning for the Province of Bagua has been developed aligned to the methodology proposed by D’Alessio (2016). Long-term objectives are proposed for the year 2030, as a development plan that seeks to improve the competitiveness of the province and reach national scope and international notoriety through its main current and future economic activities. According to the 2007 Census, the main economic activity of the Province of Bagua is agriculture and has not reached adequate technical development yet. The main trade derived from this activity is the commerce of products in the form of grains such as coffee, cocoa and rice. Another activity such as tourism is at an initial stage, which is very low due to the lack of infrastructure and very poor quality of service, moreover the lack of promotion and advertising. In regard to the long-term objectives of 2030, they have considered to increased the productivity of cocoa and coffee by more than double their current performance; boost Bagua within the top 10 of provinces with the largest number of tourists; improve their percentage of satisfactory level in reading comprehension from 10.5% up to 43.15%; and Bagua by 2030 will produce value-added cacao products from 0% nowadays up to 75% of the total cacao production, getting to be inside the top five of provinces leading the exportation of them. To achieve these long-term objectives, a set of short-term goals are proposed, and they are based on strategies that will impact and improve Bagua’s current situation, promoting the development of agriculture, tourism sector an education for the walfare of its citizens.
