Plan estratégico del Puerto de Pucallpa

Abstract

La ciudad de Pucallpa está situada en un lugar geo-estratégico para el ingreso y salida de los productos que van y vienen hacia la costa, sierra y selva del Perú. Sin embargo, dada la falta de infraestructura, la informalidad creciente en el transporte de productos, y la desidia de algunas autoridades, contribuyen al atraso de la ciudad y al encarecimiento de las operaciones comerciales que se desarrollan en esta región. En este sentido, surge la imperiosa necesidad de llevar a cabo acciones conjuntas entre el Gobierno, a través del Ministerio de Transportes, Pro inversión, la APN, la DICAPI, el Gobierno Regional, Municipalidades y otras instituciones del Estado con empresas privadas para fomentar el desarrollo de la región Ucayali. El objetivo es crear las condiciones apropiadas para el desarrollo de negocios relacionados a la producción de bienes a través de la creación de infraestructura, del desarrollo en servicios básicos de salud y educación, servicios de comunicaciones y seguridad, con la finalidad de dinamizar el crecimiento de la región y elevar el nivel de vida del poblador de la Amazonía peruana. Para la elaboración del Plan Estratégico de Pucallpa se utilizó el Modelo Secuencial del Proceso Estratégico descrito en la obra del profesor Fernando D’Alessio Ipinza, el mismo resultó ser una guía fundamental para el desarrollo del presente documento. La importancia del proceso estratégico radica en que se constituye en una herramienta clave de gestión, a través de la cual se definen los objetivos, se implementan las estrategias y se evalúa el desempeño del Plan Estratégico, dentro de un marco de valores y código de ética, con la finalidad de alcanzar los objetivos de largo plazo, a través de las estrategias planteadas para lograr la visión trazada para el Puerto de Pucallpa.

The city of Pucallpa is located in a geo-strategic place for the entry and exit of products that come and go to the coast, highlands and jungle of Peru. However, given the lack of infrastructure, the increasing informality in the transportation of products, and the negligence of some authorities, contribute to the backwardness of the city and the commercial operations carried out in this region. In this sense, there is the urgent need to carry out joint actions between the Government, through the Ministry of Transport, Pro investment, APN, DICAPI, the Regional Government, municipalities and other state institutions with private companies to promote development of the Ucayali Region. The aim is to create the right conditions for the business development related to the production of goods through infrastructure building, development of basic health services and education, communications and security services, in order to stimulate the growth of the region and raise the standard of living of the inhabitants of the Peruvian Amazon.For the elaboration of Pucallpa Strategic Plan, was used the Strategic Process of the Sequential Model described in the work of Professor Fernando D'Alessio Ipinza, it proved to be a key to the development of this guidance document. The importance of the strategic process is that it constitutes in a key management tool through which the objectives are defined, strategies are implemented and the performance of the Strategic Plan is evaluated within a framework of values and code of ethics, in order to achieve long-term objectives through the strategies proposed to achieve the vision outlined for the Port of Pucallpa.
