Resumen
La presente tesis propone un planeamiento estratégico para impulsar el desarrollo
económico, social y cultural de la Región Ucayali, dentro de un horizonte de 10 años. Está
enfocado en potenciar las ventajas comparativas a nivel nacional e internacional. Para ello, se
identificaron en la región factores determinantes de éxito, como productos con gran potencial
exportador, una ubicación geográfica estratégica para el comercio exterior, excelentes suelos
y condiciones climáticas, grandes atractivos turísticos con un enorme potencial para su
desarrollo, sustanciosas reservas de hidrocarburos y de recursos hídricos, entre los más
importantes. Sin embargo, actualmente se muestra la falta de una adecuada dirección
estratégica, la cual no ha podido establecer y controlar los lineamientos necesarios para
generar mayor inversión en el área de tecnología para el desarrollo e infraestructura en todos
los sectores industriales, lo que ha impedido y obstaculizado la evolución de las ventajas
comparativas, las cuales han dejado de convertirse en ventajas competitivas que finalmente
reactiven la economía de la región y beneficien a toda la población.
A partir del análisis de las fuerzas nacionales e internacionales identificadas se
destacan las fuentes cambiantes de crecimiento del mercado, el incremento de la
competencia, los grupos de interés, el factor político, la inversión pública y privada, el rápido
crecimiento del mercado y los tratados de libre comercio. Se sugiere una estrategia de
diversificación para los recursos naturales, una estrategia de integración para la
infraestructura y tecnología que genere mayor confianza y facilidades a las inversiones
privadas. Para tales fines, se ha elaborado este planeamiento estratégico en el cual se debe
cumplir estrictamente el Balanced Score Card, lo que permite que se logren alcanzar los
objetivos de largo plazo planteados y, de esta manera, alcanzar la visión estratégica deseada
This thesis proposes a strategic planning to promote economic, social and cultural development in Ucayali Region in a period of 10 years. This is focused on enhancing comparative advantages, nationally and internationally. In order to do that, successdetermining factors were identified, such as great exporting potential products, strategic geographic location for foreign trade, excellent ground and climate conditions, great touristic attractions with high development potential, substantial hydrocarbons reserves, as well as hydrological resources, to mention the most important. However, nowadays there is a lack of an adequate strategic management, which has not been able to establish and control the necessary guidelines to generate more investment in the technology field for development, and infrastructure at all industry sectors. This has prevented and hindered the evolution of comparative advantages, which stops them from turning into competitive advantages that can finally reactivate the region’s economy and can benefit the whole population. Starting from the analysis of national and international forces, changing sources of market growth, strengthening of competition, interest groups, political factor, public and private investment, fast market growth and free trade agreements are highlighted. A diversification strategy is suggested for natural resources, an integration strategy for infrastructure and technology that would provide greater confidence and facilities to private investments. In order to achieve that goal, a strategic plan has been elaborated where the Balanced Score Card must strictly be accomplished so it allows achieving long-term goals that were raised, and consequently achieving the desired strategic vision
