ECONOMÍA Journal was initially established as the “Revista Economía” of the Department of Economics of the Pontificia Universidad Católica of Peru (PUCP) in 1977. It is the oldest academic journal on economics in the country. Building on that legacy, ECONOMÍA has now been relaunched as an internationally refereed journal dedicated to publishing original academic research on economics in English, with an expanded and prestigious Editorial Board, as well as a large team of Associated Editors that guarantee the highest theoretical and methodological standards.

ECONOMÍA also offers a manuscript management platform that provides an eficient workflow among authors, associate editors and referees throughout the process of manuscript submission and evaluation. In this new stage, ECONOMÍA aspires to continue leading the progress of academic literature in the country as well as position itself in a prominent place in the Latin American region.

    Can we become a developed country in a generation? Yes, if we implement the following reforms. Sustain macroeconomic stability. Sustain commercial and financial openness to become the source of sustained economic growth. Complement openness with the following reforms: improvements in human capital via increases in the quality of education and health, increase in private investment via improvement in the investment climate and complementary infrastructure, financial deepening and labor market reform. A new source of growth is the promotion of a broad entrepreneurial middle class via the elimination of the distortions in the productive structure that have induced the increase of informality and the concentration of entrepreneurship in microenterprises and in a low productivity services sector. The elimination of distortions in the tax system, the social security system and the labor market will increase the demand for quality labor and the improvements in human capital will increase its supply and induce the emergence of a broad entrepreneurial middle class. Finally, for this entrepreneurial middle class to emerge, we have to reform the estate to eradicate corruption, reduce crime and to create a predictable and fair judicial system to defend property rights including compliance with commercial contracts.

    Microeconomía de la pobreza: el caso del Perú

    Poverty Microeconomics: The Peruvian caseThe microeconomic analysis of poverty in Peru shows the following results. First, poverty is mainly explained by the income of the poor which is not only low, but also highly unstable. Second, poverty is related to the poor’s bad decision making due to incomplete information, intertemporal inconsistency and or lack of self control, mainly in the saving, borrowing, preventive health, fertility and education decisions. Third, poverty depends of the external constraints the poor face in some markets where they are marginalized from automatic decision making, in health insurance, pensions, vaccines, water and sanitation. Fourth, the poor face more and bigger risks than the rest of the population. They have higher probability to fall in poverty traps than higher income groups, because their income is low and unstable and they lack thefinancial and institutional backing to buffer income fluctuations. Fifth, to combat poverty we have to modulate the poor’s decision through information diffusion and the use of mechanisms of behavioral economics such as framing and nudging decisions in health, education, insurance, pensions, etc. to induce good decision making and avoid procrastination. To improve the quality of education, health, nutrition services and social services we have to empower the users as well as strengthen the accountability of the providers. Private sector participation in the provision of social services should be promoted. The promotion of formal firms in the regions of extreme poverty, such as mining firms and related activities has shown proven results as a mechanism of rising and stabilizing the incomes of the poor.
