Ítem Texto completo enlazado Peru 2020-2021: Household Income, Consumption, and Savings during the Pandemic(Pontificia Universidad Católica del Perú, 2024-06-20) Francke, Pedro; Benites Garnique, JosuéPeru is among the countries hardest hit by the COVID-19 pandemic, experiencing significant losses in terms of lives and well-being. This study examines the income, expenditure, and savings patterns of Peruvian households amidst the pandemic, with a focus on rural/urban and formal/informal differences. Additionally, we analyze shifts in consumption, particularly regarding food and health expenditures. Utilizing data from the National Household Survey (ENAHO), we conducted a multi-period analysis at the quarterly level spanning 2019-2021, with the prepandemic quarter as the reference point. Our findings reveal substantial disparities between rural and urban areas, as well as within these segments based on the formal or informal employment status of household heads, regarding income, expenses, savings, and shifts in consumption patterns. While all segments experienced income reductions, rural households recovered swiftly but maintained reduced food consumption. Formal workers experienced less income loss and did not dissave, whereas urban informal workers were most affected in terms of income and food deprivation. Finally, we discuss how these findings can inform public policy discussions in Peru, particularly related to social protection.Ítem Texto completo enlazado Women Empowerment and Demand for Sexual and Reproductive Health Services(Pontificia Universidad Católica del Perú, 2022-12-30) Francke, Pedro; Quispe-Ortogorin, DiegoWe analyze the effect of women's empowerment on their demand for reproductive and sexual health services. In particular, we explore their use of modern contraceptive methods, if the women have had an HIV screening and if they have made a health consultation after experiencing symptoms of sexually transmitted infections. We calculate four women empowerment indexes, proxies to the economic dimension of empowerment, the freedom of movement to visit family or friends, the respect of their couple to their opinions, wishes and rights, and the ability of women to decide about their health. We found that freedom of movement for women at a medium level increases the probability of using modern contraceptive methods as well as screening for HIV/AIDS and that the couple's respect for the views and rights of women positively influences the use of modern contraceptive methods. However, women´s autonomy to make decisions regarding their health is the empowerment indicator with the most robust results on the use of sexual and reproductive health services, increasing the probability of using modern contraceptive methods and consulting for STI symptoms.Ítem Texto completo enlazado Daniel, Philip, Michael Keen y Charles McPherson (editores). Fondo Editorial, 2005) Francke, Pedro; Mendoza, WaldoThis paper is a balance of the Peruvian economic policies, taken by government inthe last decade. We focus on determining, based on the available literature, whetheror not these polices have improved the economic well-being of poor people. Furthermore, this balance allow us to give the agenda for future research on these areas, aswell as to shed some light about the pro-poor necessary policies. There are several policies that have been taken into account in this balance. Macroeconomicpolicies; trade and investment policies; specific sector promotion policies(agriculture, industry and mining sector); labor (both formal and informal), capitaland land markets; regulation of goods and services markets (telecommunications andelectricity); taxation policies; public expenditure; security and risk management mechanismsand, finally, regional policies.Ítem Texto completo enlazado Impacto económico de la malaria en el Perú(Pontificia Universidad Católica del Perú. In doing so, we established several «best-practice» production frontiers in order to estimate the extent of municipal spending that seems to be wasted relative to that frontier. Five methodologies for the production frontier estimations were used (i) three non parametric: (i) Free Disposal Hull (FDH) and Data Envelopment Analysis (DEA-CRS and DEA-VRS) and (ii) two parametric: one deterministic and the other stochastic, which were estimated through ten categories of municipalities (four groups of provincial and six of district municipalities) defined through a cluster methodology. Finally, using TOBIT regression models, we analyzed the fiscal, socioeconomics and demographic determinants of the efficiency levels. We found different levels of efficiency and although we identified some good practices, the result at the national level is matter of concern because the same results could have been obtained with 57.6% less resources. Among the main determinants of this inefficiency spending the FONCOMUN and canon transfers were found, mainly at the district municipal level. One of the factors that allowed for a more efficient provision of local services was the civil participation, represented in the study by the Local Coordination Council. The results of the study show that there is a need to make more efforts to improve the local government spending. Even more so, after the promulgation of the Supreme Decree 068-2006-PCM in October 2006, by virtue of which the culmination of the competences and function transfers process, initially programmed for 2006-2010, brought forward to the end of 2007.Ítem Texto completo enlazado Dani Rodrik y la economía del desarrollo(Pontificia Universidad Católica del Perú.
