Ítem Texto completo enlazado Los efectos de estado de la política pública ambiental en territorios indígenas(Pontificia Universidad Católica del Perú, 2021-08-09) Biffi Isla, ValeriaBased on the implementation of a forest conservation program in indigenous communities analyze how the indigenous population understands the state as an environmental ruling institution and how they perform as users of public policy. The results of this ethnographic study suggest that the implementation of this scheme of economic incentives for conservation generates a weak connection of the state as an environmental institution but reinforces the role of the state as a provider of development opportunities. With this scheme, the indigenous population has constructed alternative interpretations of forest conservation as an asset to attract future development opportunities and of economic incentives as rewards and tips. The main state effect of the program is the bureaucratisation of communities to adapt then to the state ideal of installing an audit culture.Ítem Texto completo enlazado Protegiendo los derechos de propiedad intelectual y el conocimiento ecológico tradicional: una mirada crítica a la Ley 27811 del Perú(Pontificia Universidad Católica del Perú, 2021-08-09) Hak Hepburn, Michelle L.The Peruvian government’s Law N. 27811, an intellectual property law passed in 2002 and designed to register and protect tradItional knowledge, provides productive opportunities for critical analysis. Framed within the trajectory of international intellectual property rights and discussions that complicate the integration of Traditional Ecological Knowledge (TEK) into Cartesian scientific frameworks, this paper critically examines how the Peruvian law has been implemented and its impacts in Indigenous communities, particularly in the Andean Amazon region. The analysis is based on the author’s work assisting Indigenous communities in San Martin register their knowledge through this law. While the law represents an advanced legal attempt to address power inequalities, it remains problematic. It does not address the impoverishment of Indigenous Peoples and continues to subordinate Indigenous TEK to Cartesian science. Although it is a symbolic recognition of the value of Peruvian Indigenous Peoples, other mechanisms are still required to redress the long history of colonization and racism.Ítem Texto completo enlazado Interculturalidad en Salud: Reflexiones a partir de una Experiencia Indígena en la Amazonia Peruana(Pontificia Universidad Católica del Perú. Fondo Editorial, 2017-12-15) Cárdenas, Cynthia Giovanna; Pesantes, María Amalia; Rodríguez, AlfredoThis article examines the main characteristics of the proposal on interculturality developed by an indigenous Amazonian organization of Peru for the training of indigenous youth as nurse technicians in intercultural health. It shows how the Interethnic Association for the Development of the Peruvian Jungle (Aidesep) appropriates the concept of interculturality, reconfigures and reconstructs it. Based on internal documents, institutional publications, testimonies of graduates of the intercultural health program, leaders and members of the technical team of the Indigenous Health Program of AIDESEP, we analyze the construction and implementation of the concept of interculturality. We also examin the way in which an indigenous organization becomes a proponent of interculturality, building an indigenous response for the training of health professionals prepared to provide culturally appropriate health services to the indigenous population. The proposal for the training of nurse technicians in intercultural health shows that it is possible for critical interculturality to move from discourse to practice when indigenous peoples develop their own intercultural proposals.Ítem Texto completo enlazado Cambios y continuidades en la percepción y demandas indígenas sobre el territorio en la Amazonía peruana(Pontificia Universidad Católica del Perú. Fondo Editorial, 2010-03-26) Espinosa, ÓscarThis article explores changes and continuities in political demandsconcerning territorial rights as they have been articulated byindigenous organizations of the Peruvian Amazon over recentdecades. Its main objective is to demonstrate how particular historicalconjunctures have influenced the ways in which these groups havefocused their efforts in defense of what they consider to be a crucialelement of their way of life, increasingly threatened by incursionsfrom modern society, capitalism and processes of globalization. Theanalysis rejects depictions of the indigenous peoples as passive, opento manipulation by outside interests. At the same time, it provides amore profound understanding of the changes that are taking placewithin indigenous societies with respect to their perception of, andrelationship to, their territories.Ítem Texto completo enlazado Surrallés, Alexandre; Espinosa, Oscar; Jabin, David (eds.) Apus, caciques y presidentes. Fondo Editorial, 2018-07-17) Campanera Reig, MireiaApus, chiefs and presidents ... constitutes several achievements. First, the dissemination of the work of the international research group APOCAMPO that strives to nurture the reflection on the confluence of politics, the indigenous, the State and the Amazon, drawing a lively, contemporary composition and criticism. Second, for contributing to look at cities as indigenous spaces. And finally, for thinking the juridical as a language of relationship and political interpellation between diverse and changing social agents, whether due to tensions between indigenous, or between indigenous and non-indigenous, or even by unequal dialogue - sometimes deaf - with the State .Ítem Texto completo enlazado El impacto de la actividad extractiva petrolera en el acceso al agua: el caso de dos comunidades Kukama Kukamiria de la cuenca del Marañón (Loreto – Perú)(Pontificia Universidad Católica del Perú. Fondo Editorial, 2012-12-28) Rolando, GiancarloThe State makes itself present in its citizen’s everyday life by means of the interactions in which the latter engage with those public servers labeled as Street-level bureaucrats by Michael Lipsky, such as policemen or schoolteachers. This article deals with this kind of encounters in the context of a Shipibo-Conibo community. The State that partakes in the commoners’ everyday experience, through the actions (and omissions) of the school teachers stationed in the schools located in their community, shows discriminating and colonizing nature through its actions (and omissions). Furthermore, it does not satisfy its citizens’ expectations or help them accomplish their life-projects.
