Tecnocracias sociales: El surgimiento de una tecnocracia en el Ministerio de Desarrollo e Inclusión Social

This article analyzes the technocracy emergence in social sector, through the study of the Ministry of Development and Social Inclusion case, created in 2011 in response to one of the essential themes of Ollanta Humala’s electoral campaign: social inclusion. This paper aims to determine which factors led to the establishment of a technocracy linked to social policy in a country where it has been traditionally linked to political usage and patronage. There are three factors that explain the positioning of a technocracy in this ministry addressed throughout the article. On one hand, there was the presence of a consensus about the need for a technical management of this sector in the search of generating legitimacy and autonomy. On the other hand, it happened to be a favorable political environment characterized by a wide political support from the government. Finally, the wide discretion of the technical team in the design of MIDIS and during formation of the first ministerial body of bureaucrats allowed the emergence of a technocratic institution. To this end, this article describes development of the stages of the creation of the institution, design, approval and implementation and shows a corroboration of the technocratic profile of the initial top management team of this ministry.

El papel de las comunidades de conocimiento en la formación de la política económica exterior en Latinoamérica: Una revisión de literatura

This paper is organized as follows. The introduction determines what Foreign Economic Policy is. Then, it builds a theoretical framework about Foreign Economic Policy formulation in developing countries, with a focus in Lain America. This discusses three different approaches: system-centered, society-centered and state-centered. Then, it explores literature about epistemic communities in Latin America in order to determine to what extent this has focus on Foreign Economic Policy formulation. Finally, it explores the importance of studying the role of epistemic communities in public agencies in charge of foreign economic relations in the region.

¿Todos los ‘hombres’ del Presidente?: Una mirada al Poder Ejecutivo a propósito de los ministros y ministras en el Perú post-Fujimori (2001-2014)

This paper focuses on ministers as government executives, paying special attention tothe case of Peru after the fall of Alberto Fujimori’s rule. This exploratory perspective seeks to provide a look over the political and technical characteristics of these executive corps in recent governments as well as the variation in their stability. In that sense, the purpose of this paper is (1) to describe their demographic and professional characteristics; and (2) analyze some indicators of ministerial stability and cabinet configuration. For this purpose a database of ministers (1990- 2014) is used, focusing the analysis in democratically elected governments after Fujimori (2001-2014).

Burócratas y legisladores. El control parlamentario sobre la administración pública (con atención en el caso peruano)

This article discusses Parliamentary control over bureaucracies. In the first place, it reviews a number of studies that explain how the American Parliament influences public administration with the intention of guarantying that their intererst and preferences are protected in the decision making process. The American example demonstrates that the model of separation of powers does not take into account that Parliaments should avoid attempts to control the bureaucracy. In the second place, it analyses the Peruvian case and proposes a series of informal mechanisms by which the Parliament exerts influence over the bureaucracy and the public policy cycle.

Construyendo viabilidad política: Argumentación y persuasión en el proceso de diseño y aprobación de la Política Nacional de Modernización de la Gestión Pública entre los años 2011 y 2013

This paper documents the process of design and adoption of the «National Policy on Modernization of Public Management» between 2011 and 2013. In order to achieve this objective, it will identify the political, institutional and economic constrains and it will analyse the importance of various actor which policymaker had to engage for political legitimacy and formal approval. This analysis fins that the implementation of a communication strategy produced the political consensus necessary for political approval.
