      Lógicas privadas y lógicas locales, una mirada a la presencia de las industrias extractivas desde las historias comunales

      The present article discusses the way we approach the process of change in rural communities with active presence of extractive industries. As an example, it presents a study about a peasant community from the Peruvian northern coast where a petroleum extraction project is being developed. The case analysis suggests that, in such contexts, different and conflicting patterns of resource, such as land usage, valuation, access and appropriation are configured, leading to a very complex scenario for the decision making process about the future of these resources. The article thus states that categories such as social-environmental management, conflict resolution, and negotiation can lead to a simplified interpretation of reality. In this sense, by presenting some critical issues, it argues the importance of adopting anthropological and sociological approaches in order to consider the way spatiality and temporality are being conceived, as well as to integrate the historical process of land appropriation into the analysis.

      The discussion about this global framework of rights and duties, between humans and other living things and nonliving things, has given rise to a fascinating body of literature in the field of ethics that has been called environmental ethics. The aim of this paper is twofold, first it seeks to present the current elements in the field of environmental politics governing the definition of economic policies on the use of environment and natural resources. Second, it suggests the appearance of other thinking that can influence the way society evaluates the human-nature relationship.

      Instituciones y cambio institucional: repensando la maldición de los recursos desde los nuevos institucionalismos y la experiencia peruana

      The "resource curse" is a term that refers to a heterogeneous set of theories about why natural resource abundance undermines the path of a political economy. For each type of "curse", we argue that moving from asking "why" to consider "how" and "when" it permits a more refined conceptual and empirical approach to the link between natural resources and social change, be it economic or political development. Specifically, the micro study of actors and institutions in historical context sheds light on areas where aggregate macro statistical study cannot provide. To do this, the critical use of the conceptual frameworks of the new institutionalism in the social sciences enhances the depth of empirical research. The contemporary Peruvian experience shows the variety and variability of economic and political challenges of development based in resources.

      Elementos para el debate sobre gobernanza ambiental en los andes con especial mención al agua y minería en Perú

      This paper analyses the construction of environmental governance in Peru. Framed in a systems approach and focused on water and conflicts associated to the expansion of extractive industries in the Andes, the paper suggests that this process is being defined by confrontation between the discourses (Peru, a minning country and the neoextractivism) on the relationships between society, economy and nature and the power relationships that underlies the social construction of environmental institutions.

      Movimientos indígenas amazónicos y acción colectiva en conflictos socioambientales: los casos de la reserva comunal Amarakaeri y la cuenca del Río Curaray

      Through  the  cases  of  ‘La  Reserva  ComunalAmarakaeri’ and ‘La Cuenca del Río Curaray’ we argue that the success of indigenous collective action in environmental conflicts generated  by the superposition of hydrocarbon blocks on titled indigenous lands and protected areas is defined by1) a regional system more open to the indigenous movement that allows alliances within the regional elite, 2) organizational forms providing specific strategies that integrate dialogue practices and a broad network of partners cohesive to targets, 3) the use of an ideological discourse that uses collective rights and demands for inclusion in order to generate union within the collective and the sensibilization of the authorities. On the other hand, failure is caused by 1) the absence of alliances in the regional elite and the presence of repressive authorities, 2) weak complex organizational forms that use ineffective strategies and models of mobilization without dialogue, 3) a discourse that does not integrates the collective rights with demands for equality, creating fragmentation in the organization and a fragile impact on the authorities.

      Estado, recursos naturales y política ambiental: notas para el caso peruano

      This article is divided into three main sections that seek to provide a panoramic look at the relationship between the presence of important natural  resources in the country and  how this influences the state, particularly in the development of environmental policies. In that sense, in the first part, we made a theoretical introduction to the  relationship between natural resource abundance  and  state building,  with a brief mention of the  ‘natural resource curse’. Following is a particular case of Peru and the particularities of the  exploitation of their natural resources. Then we go on to explain how, through various factors,  including social conflicts, have created conditions for institutional innovation in environmental matter

      Los límites de la articulación de los movimientos antimineros en el Perú

      The present article discusses the enviromental conflicts related to the mining during the recent past years, with the purpose of identify the limits and the difficulties that have been present in the articulation of a national anti-mining social movement in Peru. The questioning about the reach of the anti-mining movement arises from the constants outbreaks of conflicts that are determinate by local dynamics. The confrontation between the mining company and peasant´s communities has been occurring in different areas of the country, and that is why the analysis focuses in the cases of the ‘Aymarazo’ in Puno, Conga in Cajamarca, and the contrast of informal mining in Madre de Dios. The analysis of the cognitive frameworks, the structure of organization, the window of opportunities, allow this work to recognize the character of the anti-mining mobilizations that occurs in every conflict.
