Abstract
El presente trabajo de investigación estudia el posible impacto del programa de
transferencias condicionadas JUNTOS, implementado en Perú en el 2005, sobre
la vulnerabilidad a la pobreza de los hogares beneficiados. La hipótesis de la
presente investigación postula la existencia de un impacto indirecto positivo.
Para ello, se ha adoptado un enfoque dinámico de paneles bianuales apilados
2004-2018 y se construye matrices de transición para poder evaluar la dinámica
de la pobreza. A su vez, se desarrolla un modelo econométrico no lineal que
permite evidenciar la probabilidad de transición tomando en cuenta no solo la
pertenencia al programa sino también el tiempo de exposición al mismo. Los
resultados permiten establecer o no una relación ya sea directa o indirecta del
programa sobre la vulnerabilidad de los hogares beneficiados a través de
variables relacionadas a salud, educación, economía, etc.
This study is an impact evaluation of the JUNTOS conditional cash transfer programme, that was implemented in Peru since 2005, on the vulnerability to poverty of beneficiary households. The hypothesis of the present investigation postulates the existence of a positive and indirect impact. In order to achieve the objectives a dynamic approach of stacked biannual panels for the year 2014- 2018 has been used. The panel data was from the national household survey by the national institute of statistics. The empirical approach used first is build transitional matrices in order to evaluate the dynamic of poverty. Second, a non-linear econometric model is developed that makes it possible to demonstrate the probability of transition taking into account not only belonging to the program but also the time of exposure to it. The results allow establishing or not an impact, whether direct or indirect, of the program on the vulnerability of the beneficiary household through variables related to health, economy, education, etc.
