Presidencialismo, el valor político de la coordinación de gobierno, interna a cargo del MEF y externa por parte de la PCM

Abstract
El actual sistema político peruano se reconfiguró en los 90’s, inspirado en el sistema
político chileno, neoliberal y autoritario de los 70’s, con libertad económica y centralidad
del poder, desde donde surgió el valor económico-político de la coordinación de gobierno
al sistema político presidencial, incluso en un escenario de turbación política que inicia
el 2016. Pudo lograrse la continuidad del sistema presidencialista peruano, con una
determinante influencia por los órdenes económico y social, posibilitando la regencia de
la coordinación de gobierno al sistema político, coordinación interna a cargo del MEF y
coordinación externa por parte de la PCM; haciendo posible que caigan los presidentes
por casos de corrupción, pero no cae la economía y se preserva el sistema político.
En un escenario político, donde tenemos un sistema de partidos, como sistema de
organizaciones eminentemente electorales, con una descentralización, que devino en la
desconcentración del Estado en sub-centralidades, donde los gobiernos regionales y
locales, como media, no pueden alcanzar eficacia, con una creciente corrupción. Sin
embargo, ello pudo ser superado con la concentración del poder y decisiones en la
coordinación de gobierno a cargo del MEF y PCM; surgiendo demandas económicas y
sociales, que originaron decisiones a modo de políticas públicas neo liberales, no siempre
consensuadas. Permitiendo como impacto la continuidad del sistema político, desde la
eficacia del crecimiento económico, evidenciada según los indicadores de sostenibilidad,
eficiencia y pertinencia propuestos.
El objetivo de la investigación es determinar qué valor político permite la continuidad
del sistema político presidencial peruano; para ello se utilizó el método inductivo,
analizando lo particular, la coordinación de gobierno, hacia lo general, la continuidad del
sistema político; concluyendo e identificando la regencia-coordinación de gobierno
económica-política, por parte del MEF y la PCM, como soportes de un sistema político
influenciado por los órdenes económico y social. Originándose la continuidad del sistema
político, desde la centralidad, de la centralidad del poder que constituye el sistema
presidencial, fue necesaria la complementariedad entre MEF y la PCM, como
coordinación de gobierno, en un escenario de dualidad política, entre la formalidad
económica e informalidad política, la estabilidad económica y la inestabilidad política.
The current Peruvian political system was reconfigured in the 90's, inspired by the Chilean, neoliberal and authoritarian political system of the 70's, with economic freedom and centrality of power, from where the economic-political value of government coordination to the presidential political system arose. , even in a scenario of political turmoil that begins in 2016. The continuity of the Peruvian presidential system could be achieved, with a determining influence by the economic and social orders, enabling the regency of the coordination of the government to the political system, internal coordination by the MEF and external coordination by the PCM; making it possible for presidents to fall due to cases of corruption, but the economy does not fall and the political system is preserved. In a political scenario, where we have a system of parties, as a system of organizations eminently electoral, with a decentralization, which resulted in the decentralization of the State into sub-centralities, where regional and local governments, on average, they cannot be effective, with increasing corruption. However, this could be overcome with the concentration of power and decisions in the coordination of government by the MEF and PCM; economic and social demands arose, which gave rise to decisions in the form of neo-liberal public policies, not always consensual. Allowing as an impact the continuity of the political system, from the effectiveness of economic growth, evidenced according to the proposed sustainability, efficiency and relevance indicators. The objective of the research is to determine what political value allows the continuity of the Peruvian presidential political system; for this purpose, the inductive method was used, analyzing the particular, the coordination of government, towards the general, the continuity of the political system; concluding and identifying the regency-coordination of economic-political government, by the MEF and the PCM, as supports of a political system influenced by economic and social orders. Since the continuity of the political system originated from the centrality of the power that constitutes the presidential system, complementarity between the MEF and the PCM was necessary, as coordination of government, in a scenario of political duality, between economic formality and political informality, the economic stability and political instability.
