Percepciones de los servidores civiles sobre las competencias transversales del directivo público y valores en la práctica laboral: caso Dirección de Gracias Presidenciales del Ministerio de Justicia y Derechos Humanos, durante el periodo 2016-2019

Abstract
La presente investigación plantea el análisis sobre el ejercicio de las competencias
transversales que caracterizan al segmento directivo en la Dirección de Gracias Presidenciales
(DGP) del Ministerio de Justicia y Derechos Humanos durante los años 2016 al 2019. Se empleó
metodología cualitativa enfocada en las percepciones de sus servidores, respecto al
desenvolvimiento directivo y en relación a los lineamientos vigentes del Estado peruano. Entre
los hallazgos se destacan la progresiva consolidación institucional impulsada por algunos
directores, a través del fomento de sentido de unidad de grupo para afrontar altas cargas
laborales, concatenación de distintos sentidos de valor público sobre el impacto en la
ciudadanía, y estandarización de procedimientos, en un contexto de riesgos de politización.
Respecto al ejercicio de la competencia orientación a resultados, los directivos han orientado su
gestión en base al impacto en la ciudadanía y logro de metas. Sobre la competencia vocación de
servicio, el impacto en la ciudadanía representa el factor que orienta el trabajo directivo, y el
liderazgo para el manejo de situaciones complejas en la atención de casos de presidiarios y
cuestiones sobre la reinserción a la vida ciudadana. Respecto a la competencia trabajo en
equipo, se reconoce un rol del segmento directivo por promover cohesión interna y capacidades
de respuesta integradoras, promoción de interdisciplinariedad y diálogo, el fortalecimiento de
competencias y capacidades del personal, así como el establecimiento y consolidación de nexos
institucionales. Se concluye que el modelo directivo de la DGP se vincula al modelo de gestión
gerencial, caracterizado por la prevención de la politización, medidas para la eficacia y
eficiencia, rotación de cargos directivos; pero tiene algunas características que coinciden con el
modelo de gestión burocrática, y cierta discrecionalidad en la contratación de directivos.
This research raises the analysis on the exercise of the transversal competences that characterize the executive segment in the Directorate of Presidential Graces of the Ministry of Justice and Human Rights during the years 2016 to 2019. A qualitative methodology was used focused on the perceptions of its servers, with respect to managerial development and in relation to the current guidelines of the Peruvian State. The findings include the progressive institutional consolidation promoted by some directors, through the promotion of a sense of group unity to face high workloads, concatenation of different senses of public value on the impact on citizens, and standardization of procedures, in a context of politicization risks. Regarding the exercise of the results-oriented competence, the managers have oriented their management based on the impact on citizens and achievement of goals. Regarding the vocation of service competence, the impact on citizenship represents the factor that guides the managerial work, and the leadership for the handling of complex situations in the attention of cases of inmates and questions about the reintegration into citizen life. Regarding the teamwork competence, a role of the executive segment is recognized for promoting internal cohesion and integrative response capacities, promoting interdisciplinarity and dialogue, strengthening the skills and capacities of the staff, as well as the establishment and consolidation of institutional links. It is concluded that the managerial model of the DGP is linked to the managerial management model, characterized by the prevention of politicization, measures for effectiveness and efficiency, rotation of managerial positions; but it has some characteristics that coincide with the bureaucratic management model, and a certain discretion in hiring managers.
