Gestión Colaborativa: Articulación Institucional para la disminución de la desnutrición en el distrito de Hualgayoc en Cajamarca, Periodo 2012 – 2014

Abstract
La participación y la gestión articulada del Estado, Empresa y Sociedad Civil en
los procesos de concertación y toma de decisiones es una estrategia fundamental
para la planificación del desarrollo local y por ende para la mejora de las
condiciones de vida de la población. En el distrito de Hualgayoc bajo la mirada de
contribuir con el cierre de brechas en salud, se implementó el proyecto
“Mejoramiento de los indicadores de calidad de vida de la población en riesgo del
distrito de Hualgayoc, Cajamarca – MICAVIR”, el cual fue diseñado en respuesta
a los altos índices de desnutrición del distrito.
En ese sentido, la investigación tiene como objetivo conocer los factores de
articulación institucional, a partir de la experiencia entre Municipalidad Distrital de
Hualgayoc (MDH), la Micro Red de Salud (RS) y el proyecto MICAVIR, en favor
de la disminución de la desnutrición crónica del distrito, durante el periodo 2012 al
2014.
El análisis de la investigación se basó en el proceso de implementación del
proyecto, del logro de sus componentes, de la capacidad mostrada por las
autoridades y la percepción de los destinatarios, con la finalidad de formular una
propuesta de mejora. El marco teórico de la investigación se sustenta en un
enfoque de desarrollo sostenible y de multinivel/multifactor; la forma de
investigación es un estudio de caso, con un enfoque metodológico cualitativo:
basado en entrevistas no estructuradas y grupos focales aplicados a las
instituciones involucradas; revisión documentaria del diseño, evaluación y
resultados finales del proyecto ejecutado; así como estadísticas de la desnutrición
en el distrito de Hualgayoc.
Consideramos que la presente investigación contribuye a la búsqueda de
soluciones a través de propuestas de mejora bajo un modelo de gestión social
colaborativa, que permita superar la poca capacidad interinstitucional mostrada
en la presente experiencia público – privada sobre desnutrición infantil, resaltando
la importancia de generar conocimiento para futuras experiencias en Hualgayoc y
otras zonas de la región.
The participation and articulated management of the State, companies and Civil Society in the processes of consensus-building and decision-making is a fundamental strategy to plan local development, and consequently to improve living conditions of the population. In this context, with the aim of contributing to close health gaps, the project "Improvement of indicators of vulnerable population’s life quality in the Hualgayoc distric-Cajamarca" was designed and implemented in response to the high rates of malnutrition in that district. In the same way, this research work has the object to know the factors of institutional articulation from the experience between the District Municipality of Hualgayoc, the Micro Health Network and the mentioned project to decrease chronic malnutrition in the Hualgayoc district, during the period 2012 to 2014. The analysis of the research was based on the process of project implementation, the achievement of its components, the capacity shown by the authorities, and the perception of the recipients, in order to frame an improvement proposal. The theoretical framework of the research is grounded on a sustainable development approach and multilevel / multifactor. The research procedure is a case study with a qualitative methodological focus established on unstructured interviews and focus groups applied institutions that take part. In addition, documentary review of the design, evaluation and final results of the executed project; as well as statistics of malnutrition in the Hualgayoc district. We take in mind that this research contributes to look for solutions through improvement proposals that are inspired by a collaborative social management model, highlighting the importance of institutional development, and creating knowledge for future experiences in Hualgayoc and other similar areas.
